YouthWorks is one of Baltimore City's youth employment programs under the Mayor's Office of Employment Development. Baltimore city residents aged 14-21 are connected with work opportunities where they earn money while gaining workforce skills and experience. Youth workers gain exposure to career opportunities and pathways and have access to financial education. YouthWorks is committed to ensuring access for those most impacted by generations of systemic and institutional racism, youth receiving public assistance, low-income families, and youth involved with the Department of Juvenile Services.
Job Summary:
This is a customer development position, which is an approach to working with young people between the ages of 16 and 21 years of age, that defines goals (outcomes) based on the capacity, strengths, and developmental needs of YouthWorks Private Sector (YWPS) participants. Work involves assisting YouthWorks Private Sector participants with professional workforce skills, placement coordination, and follow-up and support after placement. Job Coaches will be assigned to each hiring organization/employer to answer questions and serve as a direct link to the YouthWorks Private Sector program. Selected candidates will also visit the worksites to provide encouragement and support to YouthWorks participants to ensure a positive work experience. Job Coaches will communicate with and serve as the direct liaison with the employer and the assigned youth from the YouthWorks program.
Essential Functions:
- Provides group and individual sessions to support YouthWorks Private Sector participants' job preparedness and post placement (e.g., awareness of work ethics; addressing family dynamics that create barriers to successful employment; developing a professional presentation).
- Performs as liaison between the summer YouthWorks office and employer worksites.
- Screens youth applicants and conducts interviews on behalf of employers based on the job description and required attributes indicated by the employer.
- Update various databases, including but not limited to internal reports and OneDrive products, as well as the summer YouthWorks system.
- Verifies youth information and conducts matching analysis to applicable positions recruited by YWPS staff.
- Provides interview refresher to young people to ensure youth preparedness.
- Provides individual youth and employer sessions to support job retention.
- Ensures comprehensive assessment, career counseling, and case file management.
- Assists with various functions connected to the YWPS Job Readiness Workshops and the YouthWorks Academy.
- Conducts presentations with youth to ensure work readiness and life skills training have been completed.
- Creates and assists with youth resume preparation and design. Provide group and one-on-one sessions.
- Meets with employers and human resource managers and directors, maintains excellent employer/customer relations, anticipates participants' needs, assesses participants' satisfaction, offers support services so that customers are adequately trained, and supported on the job.
- Commute to worksite locations to conduct site visits to observe on-the-job work habits and relationships, meet with supervisors, address any barriers to success, and encourage productivity and upward mobility.
- Verify the youth worker information is a match for the employer.
- Review daily worksite attendance and verify that attendance and timesheets are submitted correctly.
- Troubleshoot and distribute enrollee paycards when needed, and may assist with Charmcard distribution and training.
- Meet as needed/requested with the employer site supervisor to resolve enrollee problems and document all worksite issues, concerns, or problems in the Summer YouthWorks online file folder.
- Completes timesheet training with employers via virtual or in-person correspondence.
- Assist in the delivery, preparation, and coordination of YouthWorks Private Sector job readiness and YouthWorks Academy workshops with the youth, either virtually or in-person.
- Perform other duties as assigned.
Education: A Bachelor's degree from an accredited college or university with major coursework in counseling, social work, education, vocational rehabilitation, job development, or related human service field.
Additional Requirements:
- Ability to pass a mandatory criminal background check.
- Valid driver's license and daily access to a personal automobile to travel to partnering worksites and organizations.
- Must be willing to use personal vehicle for the completion of assigned duties daily as needed.
- Work schedule for this position is in-person from 8:30 am to 4:30 pm Monday through Friday.
- Must be flexible to work some evening and weekend hours.

Knowledge, Skills, & Abilities:
- Must be willing to use personal vehicle for the completion of assigned duties daily as needed.
- Proficiency in various virtual communications platforms such as WebEx, Zoom, Google Meets, and Microsoft Teams.
- Must be capable of completing data entry and search functions using agency, city, and state software programs.
- Two years of related vocational or job rehabilitation experience.
- Or any equivalent combination of acceptable education and experience.

Background Check
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
Probation
All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
