Job Summary: Planning Manager
We are seeking a strategic and experienced Planning Manager to lead GRTC's transit planning team. Reporting to the Director of Planning and Scheduling, this role is responsible for managing fixed-route service development, performance monitoring, and long- and short-range planning initiatives. The Planning Manager oversees daily planning operations, supervises staff, coordinates data analysis and reporting (including NTD compliance), and leads key projects to improve transit services and technology. Familiarity with GIS, GTFS, and federal/state transportation funding is essential.

Essential Duties & Responsibilities
- Manages fixed-route transit system/service evaluation and development, including evaluating system performance, making recommendations for change as needed to ensure service meets goals and objectives.
- Assesses the local transit system against service standards and performance management metrics.
- Keeps Management staff informed on system performance trends and priority projects progress.
- Directs data collection efforts, conducts analysis of alternatives, prepares written reports and proposals, and presents recommendations to management staff.
- Directs and oversees the research and analysis on the development of new and improved region wide transit systems and other transportation systems, including research and analysis on routing patterns, rate structures, travel patterns, costs, financial needs, funding sources, and related issues.
- Manages a National Transit Database (NTD) process and reporting for department requirements. Knowledge of The National Environmental Policy Act (NEPA)
- Oversee preparation of quarterly and annual service performance reports for the department, the executive team, Technical Advisory Committee, Board of Directors and the public, including preparing reports for NTD and OLGA.
- Provides direction to planning staff and interns, including prioritizing and assigning projects; and provides feedback as needed to ensure department objectives and goals are met.
- Acts as lead project manager for on-board transit technology systems such as APCs, and other technology as applicable; stays up-to-date on applicable transit technology, including researching and evaluating new technologies; makes recommendations on the utilization of new technologies, and coordinates with IT staff to ensure databases and systems function appropriately.
- Updates Strategic and Short-Range Transit Plan (Transit Development Plan) and other major planning studies, including developing tasks, soliciting and merging input from jurisdictions and the public, includes developing cost estimates for service alternatives, and identifies potential funding/grant opportunities
- Monitors and remains apprised of current trends in transit/transportation fields
- Attends and serves on committees as requested; makes presentations to the GRTC Board of Directors as needed and other GRTC committees.
- Identifies transit development and related transportation funding through state and federal agencies.
- Project Manager for capital projects within planning to include grant tracking
- Supervises the preparation of proposals, contracts and contract amendments for federal and state funding for transit development and transportation related projects/programs.
- Analyzes problems and issues relating costs and benefits and anticipated impacts on current transit and related transportation operations.
- Responds to the most complex and difficult inquiries and requests for information.
- Perform related duties as required.

- Ability to advise and interpret how to apply policies, procedures to specific situations
- Ability to facilitate interdepartmental collaboration in the execution of priority projects
- Analyze operating data, identify issues and opportunities and recommend appropriate solutions
- Prepare written correspondence and reports including creation tables and graphics
- Use interpersonal skills to communicate with coworkers, managers, elected officials and the public
- Practice and demonstrate strong organizational and time management skills
- Develop, read, and interpret rules, policies and procedures
- Problem solving skills, ability to research, and ability to learn new software are required.
- Excellent verbal and written communications skills, including the ability to make presentations and written technical reports/memos, work with state, local officials, and the public to address specific transit problems.
- Experience and working knowledge of GIS, GTFS, and related software, platforms, and applications related to transit planning.
- Master's Degree in Mass Transit, Urban ii Regional Planning, Business or Public Administration finance or related field
- 5 years of professional transportation planning experience; or equivalent combination of training and experience
- 2 years of supervisory experience
