Job Description:
JOB SUMMARY
- The Director of Administration plans, directs, and coordinates activities that ensure that the Lancaster County Prison (LCP) runs efficiently by focusing on crucial administrative matters, such as developing and enforcing LCP policies, and setting attainable goals.
- Oversee the administrative day to day, efficient operation of a medium size county prison in accordance with appropriate laws and regulations.
- Responsible for managing personnel, budget, purchasing, policies, and procedures.
- Oversight of ongoing facility inspections ensuring compliance. Responsible for the preparation and administration of the annual budget in addition to fiscal procedural oversight to include conducting routine audits to ensure compliance with local policies and Generally Accepted Accounting Principles (GAAP) standards.
- Reports directly to the Warden. staff of 3 in the Business office report to this position.
- Ensure that the Prison is administratively operated in accordance with employment regulations, correctional procedures, and all local, state, and federal laws and regulations. Monitors and ensures the organizational compliance with correctional operations, federal, state, and laws and regulations.
- Monitors and ensures the organizations compliance with federal, state, and local employment laws and regulations, and recommended best practices. Implement written policies and procedures that govern human resources functions.
- Prepare and recommend policies and procedures to ensure that a high level of security is maintained to protect inmates, jail personnel and the public.
- Maintain statistical administrative data for both employee and inmate records, including but not limited to population and staffing.
- Point of contact for bi-annual Department of Corrections Title 37 inspection, ensuring respective assigned tasks are completed. Preparation, submission, and on-going maintenance of annual budget Oversight and evaluation of Human Resources operations Oversight and evaluation of Business operations.
- Attend meetings of professional organizations and professional training and seminars to stay abreast of current trends in corrections.
- Responsible for oversight of HR and Financial database ensuring timely and accurate maintenance of both employee and financial records.
- Participate in the employee disciplinary process as needed. Communicate with the Security and Treatment Operations, Department of Corrections, County departments personnel, and the public to provide information and maintain good relations.
- Respond to Right to Know (RTK) request as needed. Prepare and present statistical data at reoccurring public meetings.
- Answer questions and assist subordinates as needed.
- Oversee and conduct monthly, semi-annual, and annual inspections.
- Oversee policy and procedure committee to ensure all policies follow Title 37, Chapter 95, PA US Code.
- Oversight of the maintenance/inventory of all assets/equipment.
- Oversee vendor contract proposals, maintain vendor contracts ensuring compliance and timely payment. Other duties as assigned.
- A bachelor's degree in business administration, Public Administration, Social Sciences, or related field from an accredited college or university and five (5) years of experience in an administrative correctional setting, which includes supervisory experience, or
- Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities to perform this job.
- Knowledge of the federal, state, and county rules, regulations, policies, and laws related to corrections.
- Thorough knowledge of employment-related laws, regulations, and Administrative/HR best practices
- Knowledge of Standard Operating Procedures.
- Proficient with Microsoft Office Suite or related software.
- Knowledge of the principles and practices of management and supervision.
- Knowledge of Generally Accepted Accounting Principles (GAAP) standards.
- Knowledge of modern office practices, procedures, and equipment.
- Knowledge of modern correctional practices and procedures.
- Knowledge of the principles of communication.
- Ability to Plan, organize, direct, evaluate, and coordinate correctional administration.
- Ability to establish and maintain cooperative working relationships with officials and staff members, public agencies, and interested community and professional groups.
- Ability to supervise, train, and motivate staff to achieve maximum effectiveness; analyze data and adopt an effective course of action.
- Ability to communicate both verbally and in writing so instructions can be clearly understood and carried out in emergency situations; plan, organize, direct, and evaluate the work of employees.
- Ability to assess the training needs of employees; develop staff.
- Valid PA Driver's License

- Work is primarily sedentary with occasional, twisting, bending, kneeling, stooping, and reaching as necessary to carry out essential job duties.
- Drive on occasions as needed. Occasional lifting/carrying of objects with a maximum weight of twenty (20) pounds.
- Requires very coordinated dexterity of fingers/hands.
- Must be able to react quickly physically and mentally in the event of a disturbance or physical outbreak.
- Must have agility to be able to move frequently throughout the workday.
- Works with average exposure to stress, but subject to frequent disruptions and noise.
- Subject to occasional travel. Works in conditions of potential outbursts of disruptive, potentially volatile, hostile, or aggressive inmates.
- This position has been identified as having the potential for exposure to Hepatitis B. Access to training and a voluntary vaccination against Hepatitis B is provided.
