Job Summary

Job Summary: Job incumbent provides quality mental health and substance abuse services to infants, children, adolescents, and families including mental health, substance abuse and co-occurring disorders counseling, crisis intervention, consultation, assessments, prevention, outreach, aftercare, referral, and involuntary commitments. Will be required to itinerate to provide services in rural locations.

Essential Functions

Representative Duties: Under the supervision of the Clinical Supervisor-Child and Family, job incumbent will be assigned from the following representative duties:

1. Provide Individual, Family and Group therapy for infants, children, adolescents and families.

2. Provide Comprehensive Mental Health and Substance Abuse Assessments using DSM (Diagnostic and Statistical Manual of Mental Disorders) and ASAM (American Society of Addiction Medicine) Criteria.

3. Develop a treatment plan with special consideration to cross-cultural and dual diagnosis (mental health and substance abuse) concerns. Ensure appropriate implementation of treatment plan.

4. Provide Prevention and Education to children, adolescents, and their families on topics such as Mental Health, Substance Abuse, and Wellness.

5. Provide and receives appropriate referrals to and from other agencies and resources.

6. Provide culturally appropriate modes of service (i.e. Talking Circles, and Subsistence Activities) as appropriate.

7. Complete Administrative and Clinical Documentation in a timely manner in order to maintain program compliance within the guidelines established by Tanana Chiefs Conference, Indian Health Services, the State, Medicaid and other regulatory agencies.

8. Provide ongoing outreach services to communities served.

9. Provide crisis intervention as needed and coordinate with on-call staff for emergencies, consults, outreach and follow-up.

10. Provide consultation to clinical staff, medical professionals, schools, universities, probation and court system as necessary to ensure quality services. Network with area professionals to maintain communication systems for follow-up and referral.

11. Participates in Routine Outcome Monitoring (ROM) program, to include engagement in regular clinical supervision, review of session recordings, and incorporation of clinical feedback into practice in order to achieve best outcome.

12. Attends required training and meetings; works toward becoming a Qualified Addictions Professional as part of a professional development plan.

Other Responsibilities:

1. Facilitates Title 47 Mental Health or Substance Abuse Emergency Detention or Involuntary Commitment Procedures as necessary.

2. Maintain close collaboration with Psychiatry, Health Services and Behavioral Health Services.

3. Performs other job related duties as assigned.

Minimum Qualifications

Minimum Qualifications:

1. Master's Degree from an accredited university in Clinical or Counseling Psychology, Social Work, Marriage and Family Therapy, or related field. Must have a current Alaska Clinical Licensure in designated field.

2. Must be certified or have the ability to be certified within one year of hire as a Chemical Dependency Counselor II or be certified as a Behavioral Health Practitioner in Alaska.

3. Two years of supervised clinical work experience for Master's level Behavioral Health; OR two years of post-graduate clinical experience for PhD or PsyD level; OR demonstrated proficiency as a Behavioral Health Clinician I at TCC.

4. Two years substance use work experience and/or must be familiar with the dynamics of substance use and addiction, recovery and relapse prevention.

5. Experience working with children and families required.

6. Experience working in Rural Alaskan villages preferred.

7. Must be in compliance with our Employee Health Requirements as a condition of Tanana Chiefs Conference employment. It is a requirement of all new Behavioral Health hires to provide documentation that you are completed the following immunizations prior to your first day of employment: MMR (Measles, Mumps, and Rubella), Varicella (Chicken Pox), Influenza, T-dap (Tetanus-Diphtheria-Pertussis), and Covid-19.

8. Must be in compliance with our Employee Drug-Free policy.

9. Must successfully obtain and maintain clearance from the Alaska Department of Health and Social Service Certification & Licensing Department Alaska Background Check Program upon hire.

10. Experience with adult, child, and adolescent service provision; specialized testing/evaluation; DSM diagnosis; severely emotionally disturbed children; chronic mental illness; dual diagnosis and integrated treatment for substance abuse and mental illness; treatment planning; treatment coordination; crisis intervention; consultation; routine charting; Medicaid regulations; and professional reports. Familiarity with Fairbanks area, Interior Regional, and statewide mental health services and substance abuse treatment providers.

11. Must pass background check pursuant to the State of Alaska background check and federal Indian Child Protection and Family Violence Prevention Act requirements.

Knowledge, Skills & Abilities:

1. Cross-cultural treatment skills and knowledge of Alaska Native cultures and traditions preferred. Familiarity with the culture and needs of individuals of Alaska Native descent.

2. Must be able to conduct integrated assessments (mental health and substance use combined), treatment planning, treatment team meetings, document progress notes (DIAP preferred) in an electronic health record.

3. Strong computer skills using electronic health records and scheduling systems, and Microsoft Office applications.

4. Strong verbal communication, analytical and interpersonal skills required.

5. Must have initiative and prioritizing skills.

6. Must work as part of a team providing quality care.

7. Knowledge and ability to adhere to Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2 confidentiality regulations.

8. Adherence to the code of ethics associated with professional licensure/certification or licensure/certification track such as NASW, ACA, APA, NAADAC, etc.

Supervision: This position has no supervisory responsibilities.

Supervision

Physical demands: Village travel will be required to meet clinical need. May be exposed to certain conditions, conditions include but are not limited to: travel by small aircraft, vehicle, lack of running water, poor heat, sleeping on floors, and exposed to adverse weather conditions. Job incumbent must be able to physical travel by air and vehicle. Must be able to push, pull, lift and carry up to 40 pounds in support of equipment and supplies. Must be able to work in a busy, and sometimes stressful, environment.
