Summary:

This announcement will be used to fill the current vacancy at IDOC’s Central Office in Boise, Idaho, in the Data Innovations Group (DIG). As a Senior Research Analyst for IDOC, the selected candidate will work in planning, developing, implementing, and evaluating complex research projects, focusing on strategic analytics to effectively communicate narratives through data, dashboards, and planning tools. The incumbent should take a proactive approach in exploring innovative ways to leverage existing data to advance agency initiatives. This role may involve collaborating with investigative teams to interpret complex data and contribute to fact-finding activities as needed.

Responsibilities:

  1. Research Design and Methodology Development: Develops research methodologies, procedures, and tools for effective data collection.
  2. Research Design and Methodology Development: Designs and modifies survey instruments, including instructions and documentation, to ensure accurate data collection.
  3. Research Design and Methodology Development: Develops sampling strategies and implements quality control techniques; selects appropriate samples.
  4. Statistical Analysis & Interpretation: Perform statistical analysis, including multivariate analysis, to interpret trends, develop conclusions, and summarize results using tools such as SPSS.
  5. Statistical Analysis & Interpretation: Develop predictive models and forecasting methods to support population management.
  6. Data Collection and Management: Develops, modifies, and maintains computer applications, programs, and databases to facilitate data analysis.
  7. Data Collection and Management: Confer with IT personnel to develop and enhance data processing programs.
  8. Data Development & Reporting: Utilizing data extraction tools such as: SQL for database querying, PowerBI and Tableau for creating internal and external reports and data visualizations.
  9. Data Development & Reporting: Generate, compile, and submit reports, ensuring accuracy for all federal, state and legislatively mandated reporting.
  10. Communication & Stakeholder Engagement: Compile and disseminate research results and data analyses to various users, making oral presentations of findings to stakeholders.
  11. Communication & Stakeholder Engagement: Communicate results of data extractions and internal analyses as needed, responding to data requests from internal and external clients.

Minimum Qualifications:

  1. Good knowledge of: research methods; principles of statistics; sampling theory and probability theory. This is typically gained by completion of two upper division college-level courses covering sampling theory and probability theory; OR successful completion of specialized training (at least one week duration) focusing on sampling theory and probability theory AND at least one year of work experience defining populations, drawing samples and testing hypotheses testing.
  2. Experience: writing analytical (research) reports or material. This is typically gained by one year of work experience analyzing data, drawing conclusions and writing reports or portions of reports supporting research results.
  3. Experience compiling and analyzing statistical data and drawing conclusions. This is typically gained by approximately one year of work experience compiling and analyzing statistical data and drawing conclusions.
  4. Experience using statistical software or spreadsheet software to perform statistical analysis. This is typically gained by completion of at least one college-level course using statistical software or spreadsheet software; OR one year of work experience using statistical software such as SAS, SPSS, SPSSX, STATA, Number Cruncher or similar software or spreadsheet software.
  5. Experience interpreting and communicating (orally and in writing) statistical material into information usable by a target audience. This is typically gained by approximately one year of work experience requiring interpretation of statistical material such as research results, laws, policies, procedures, rules or regulations and communicating (orally and in writing) that information, so it is easily understood by the general population.

Desirable Qualifications:

  1. Experience that demonstrates considerable knowledge of SQL to efficiently query large complex data sets
  2. Experience building dashboards using both PowerBI and Tableau
  3. Experience with research and report writing providing guidance on agency performance measures, or on operational, compliance or internal control systems and processes
  4. Experience in criminal justice field
  5. Strong communication skills
