For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55+) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States.

NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

Qualifications:

Minimum of 10 year(s) of experience in workforce development, human capital initiatives, and succession planning; leading modification of and conduction of compliance audit and reviews; develop and present process improvement or corrective plans, develop communication strategy plans and identify and conduct trend analysis with targeted strategies. OR HS/GED Degree in Human Resources and familiarity with EEO and CR policies.

Duties:

The Agricultural Research Service (ARS), Office of Civil Rights, is actively seeking support of a Management Analyst. Duties entail: The work is related to human capital planning, workforce development, and succession planning. The enrollee will work with various departments and organizations to obtain and/or identify information for data calls and to use for talent acquisition and support for MD-715. The enrollee may need to conduct research and some program analysis to identify inefficiencies, areas of improvement. The work will involve reviews of projects or programs to ensure alignment to USDA/REE/ARS goals, Departmental guidance, Executive Orders and/or Civil Rights activities/deliverables. Coordinate and conduct compliance audit reviews and host training sessions or workshops on varied topics (recruitment, barrier identification, etc.) to support knowledge management.The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry.   • Interpret, understand, and appropriately apply governing laws and regulations in execution of work. Advise and assist with executing initiatives and work related to human capital planning, workforce development and succession planning. 30%
  • Assist with training sessions and/or workshops on such topics as recruitment, barrier identification, etc. to support knowledge management. 20%
  • Collaborate with departments and organizations to obtain and identify information to respond to data calls or develop strategic plans for talent acquisition and knowledge management. Assist with research and analysis of programs and operations to identify inefficiencies, areas of improvement and resource needs. 20%
  • Assist with the development of process improvement plans, including development of a tracking system to support transparency and effectiveness. Advise on data collection and analysis efforts, providing insight to inform and assist leadership and management in decision making and optimization of effectiveness. 15%
  • Assist in reviews of projects, programs, and/or policies to assure alignment with USDA/REE/ARS goals, Departmental guidance, Executive Orders and/or Civil Rights activities and deliverables. Assist with coordination and conduct of compliance audit reviews. 15%
