Description
The City of Jefferson is currently accepting applications for a Neighborhood Services Specialist or Sr. Neighborhood Services Specialist to support solid waste and environmental programs and the administration of federal, state, and local grants.

This position functions as a utility team player within the Planning and Protective Services Department and supports programs including solid waste contract management, recycling, household hazardous waste, and Community Development Block Grant (CDBG) programs.

The Specialist assists with program administration, regulatory compliance, grant management, public engagement, and interdepartmental coordination. The position may be filled at a Neighborhood Services Specialist or Sr. Neighborhood Services Specialist, depending on qualifications.
Examples of Duties
Neighborhood Services Specialist
Assists in the administration of environmental programs including solid waste, recycling, household hazardous waste, and sustainability initiatives. Coordinates program operations, vendor contracts, compliance requirements, and public outreach activities.

Supports administration of federal, state, and locally funded grants, including but not limited to CDBG Entitlement, CDBG-DR, CDBG-CV, and similar programs. Duties may include application development, income verification, environmental review coordination, procurement compliance, contract monitoring, reimbursement requests, and reporting.

Provides administrative and technical support for sustainability initiatives related to waste reduction, recycling, environmental protection, and resiliency.

Coordinates interdepartmentally with finance, engineering, and external partners to ensure program compliance and effective service delivery.

Prepares reports, maintains program and grant records, tracks expenditures and accomplishments, and assists with audits or monitoring reviews.

Provides day-to-day program support for assigned environmental, sustainability, and grant programs.

Assists with environmental review documentation, data collection, mapping, and recordkeeping.

Compiles supporting documentation for grant reimbursement requests and updates required federal systems, including HUD's Integrated Disbursement and Information System (IDIS), as applicable.

Represents the City at public meetings and community events related to assigned programs, as directed.

Assists higher-level staff with program coordination and assumes lead responsibilities in their absence when necessary.

Sr. Neighborhood Services Specialist
In addition to the duties listed above, this position would serve as lead administrator for assigned environmental, sustainability, and federal grant programs.

Oversees procurement, contract management, reimbursement processing, and compliance monitoring for assigned grants.

Coordinates sustainability initiatives and evaluates program effectiveness related to waste reduction, recycling, environmental compliance, and resiliency goals.

Provides guidance and training to staff and serves as a technical resource for federal grant compliance.

Assists the Neighborhood Services Manager in overall operations and may assume leadership responsibilities in their absence.

Typical Qualifications
Physical: Ability to type for two to three hours without interruption, lift up to 25 pounds, sit or stand for extended periods; type at fifty-five words per minute with accuracy. Ability to read documents and computer screens for extended periods.

Mental: Ability to concentrate on detailed work and maintain accuracy with constant interruptions; to multitask and transition from one job duty to another with ease. Ability to handle simple mathematical computations. Ability to handle citizen and stressful situations in a calm manner; to handle confidential and sensitive information; communicate effectively orally and in writing; establish and maintain effective working relationships with coworkers, other governmental employees and the general public.

Education & Experience
Requires a high school diploma or equivalent and two years related experience. Associate's or bachelor's degree in a related field, preferred.

Experience with environmental programs, sustainability initiatives, or administration of federal grants is highly desirable.

Knowledge, Skills & Abilities
Knowledge of federal grant requirements, including CDBG Entitlement, CDBG-DR, and CDBG-CV.

Knowledge of solid waste, recycling, household hazardous waste, and sustainability program operations.

Ability to coordinate across departments and function as a collaborative team member within utility and neighborhood services operations.

Proficiency with Microsoft Office and grant or data management systems; experience with IDIS or GIS preferred.

Supplemental Information

Specific job title and salary depends upon qualifications. The minimum starting salary for a Neighborhood Services Specialist I is $20.62 per hour and the maximum salary for a Neighborhood Services Specialist II is $34.09 per hour.
