The Department of Community and Human Services (DCHS) is seeking an experienced and dynamic leader to serve as Special Projects Manager I (SPM 1)for the Behavioral Health & Recovery Division (BHRD). This role will oversee the division's Accounts Payable (AP) section and Insurance Claims team within the Finance and Contracts Services Section (FACS).

The SPM I position presents a unique opportunity to an individual seeking to utilize and expand their leadership skills by leading the division's Behavioral Health AP section and Claims Team. This position will develop and administer the financial portion of the division's insurance claim processing functionality. This AP team consists of one Team Lead (BFO II) and four AP specialist (BFO I) responsible for both ensuring timely and accurate payments to all of King County's contracted behavioral health service providers. The Claims team includes two claims analysts (BFO II and BFO I) and manages the crisis and medical insurance claims process. The (SPM I) will lead the day-to-day accounts payable operations by effectively managing AP and Claims staff and developing and defining appropriate procedures and policies as necessary.

As the leader of day-to-day AP and Claims operations, the SPM I will drive efficiency by managing staff, establishing clear procedures, and developing policies that strengthen financial accountability. This position reports directly to the BHRD Finance Manager and is a key member of the Fiscal Unit's leadership team. Collaboration is central to this role, with close partnerships across finance sections, behavioral health program contract managers, and the BIDS and technology teams.

Job Duties
Scope of Job Duties: To be considered for this opportunity, you must demonstrate the skills and ability to:
  • Supervise staff and performance: Lead the Accounts Payable and Claims teams (two BFO IIs and five BFO Is), provide training, conduct annual performance appraisals, and support continuous improvement in workflow and staffing.
  • Manage AP and claims operations: Oversee invoice review and approval, journal adjustments, claims billing and follow-up through reconciliation, and support fiscal year-end close activities including expenditure accruals.
  • Maintain systems and contracts: Ensure contracts and provider/insurance records are set up and maintained in financial systems (including Agiloft) and coordinate required file loads with BIDS/Tech.
  • Ensure compliance and controls: Develop, interpret, and implement AP and Claims policies and procedures that comply with Federal, State, and County regulations; assist in defining financial criteria for expenditure contracts.
  • Coordinate cross-functional finance work: Partner with Budget, Monitoring & Reporting, KCCIN, Provider Relations, and other fiscal teams to align processes, reporting, and invoice coordination.
  • Produce financial reporting and analysis: Oversee monthly financial reports to management and program staff, review transactions and reconciliation, and identify opportunities to increase efficiency and strengthen financial accountability.
  • Communicate and support department needs: Communicate clearly in writing, verbally, and in presentations to diverse audiences; provide department-wide financial support and perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills
We are looking for candidates who:
  • Have progressive experience in finance, insurance claims management, audit, project management, or related fields or an equivalent combination of education, training, and transferable skills that demonstrate readiness for this role.
  • Are experience working with the King County Integrated Care Network and familiarity with King County's Medicaid behavioral health revenue and billing process.
  • Have advanced knowledge of revenue cycle claims, financial statement analysis and/or compliance audits.
  • Have demonstrated skills in effectively presenting and communicating complex financial and performance information to a wide range of audiences, including non-technical audiences.
  • Can work collaboratively with program managers as well as the tech teams to secure integrated work products.
  • Have management and supervisory experience, including hiring, supervision, staff development and performance management.
  • Are proficient with the MS Office suite.

Work schedule: This team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is in the King County Chinook Building. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
