The primary purpose of this position is to provide emergency response services to the 49th Wing assigned aircraft and personnel as well as police, fire and medical services to the public by answering emergency 911 calls and coordinate dispatch response with appropriate personnel and equipment for Fire, Medical, Hazardous Materials (HazMat), Confined Space, Wildland Fires.

Duties

Help

  • Responds to emergency 911-call by providing emergency dispatching services. Determines the nature of the emergency in accordance with established guidelines.
  • Performs Emergency Medical Dispatch (EMD) services to callers with medical emergencies.
  • Maintains maps, checklists and charts, including automated programs. Maintains a current automated outage status file and ensures oncoming senior fire officials receive current outage reports.
  • Operates and maintains telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center.
  • Prepares and maintains reports and records relating to emergency responses. Prepares and maintains duty schedules and conducts training relating to Dispatch Center.

  • Incumbent must obtain International Fire Service Accreditation Congress Certification as a Telecommunicator, Level II.
  • Incumbent is required to work on alternate work schedule, which requires an uncommon tour of duty (including weekends and holidays).
  • Incumbent is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time.
  • May be required to respond on off-duty time during a conflagration or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher.
  • Incumbent must be able to obtain and maintain a current EMD certification, including initial and follow-on certification
  • Incumbent must be CPR certified and maintain CPR certification during employment.
  • Must participate in exercises by relaying accurate information. Must be resourceful and alert to adequately perform duties
  • Incumbent must participate in recurrent proficiency training, as directed.
  • Must be able to obtain and maintain the appropriate security clearance.
  • Works in close harmony with supervisors, co-workers and others during day-to-day routines and during emergencies. Is required to maintain good working relationships with on and off-base agencies (cont'd)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Dispatching Series 2151

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of standardized transportation regulations, procedures, operations and federal and state laws, policies and procedures related to the emergency dispatch function to perform a full range of dispatching duties and resolve emergency response problems. Knowledge of proper use of communications radios and procedures sufficient to gather information from individuals in emergency situations and provide instruction to both dispatched employees and the customers on matters such as Cardiopulmonary Resuscitation (CPR). Knowledge of emergency call receiving equipment and associated Telecommunications Device for the Deaf (TDD) equipment required to received and respond to incoming emergency calls. Knowledge of geographic area served, including the ability to read a map, plot grid coordinates, determine scales, and recognize map symbols. Knowledge of the characteristics and capacity of the transportation equipment being dispatched to resolve emergency response problems and coordinate actions. Knowledge of vehicle safety rules, regulations, and guidance. Knowledge of one or more automated transportation databases sufficient to input a range of standard information to maintain dispatch logs and records. Knowledge of contingency operations to real world and exercise emergency situations pertaining to vehicle operations.

EDUCATION:
Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of communications operations.

2. Knowledge of basic computer operations to include word processing, retrieval and input of data. A qualified typist is not required.

3. Ability to read layered computerized grid maps which reflect such systems as electrical, water, gas, central heating distribution, sanitary sewer, storm drainage, and pollution control.

4. Knowledge of location and availability of emergency apparatus, the kind of apparatus and equipment needed for the emergency at hand.

5. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations.

6. Ability to work independently without immediate supervision

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
