Upon Filling PURPOSE: To assist the Assistant Superintendent for Human Resources in the coordination of all Human Resources department functions as defined by the Board of Education's policies. This employee is responsible for overseeing daily staffing operations, including but not limited to: daily and long-term substitute recruitment & coverage, staff absence management, labor relations, collective bargaining, maintenance of employee records, open position searches, and staff induction and orientation. In addition, the HR Specialist works collaboratively with the HR Manager to see to the day-to-day operations of the HR department.

QUALIFICATIONS:
  1. HR Specialist Certificate or other HR specific training preferred.
  2. Knowledge of School District Human Resources procedures, ISBE licensure requirements, and related HR software packages (e.g., Frontline).
  3. Proficient use of databases and Google suite applications.
  4. Strong written and verbal communication skills.
  5. Ability to create and maintain effective relationships with others within a team-based environment.
  6. Ability to maintain high levels of confidentiality.
  7. Utilize sound judgment in responding to staff and public needs/requests.
  8. Strong organizational and problem-solving skills.

PERFORMANCE RESPONSIBILITIES:
  1. Communicates with employees, administrators, and applicants and the public for the purpose of providing information and assistance concerning employment, procedures, personnel records, and related school code requirements.
  2. Process tuition, conference and other professional development related reimbursements.
  3. Serves as liaison to higher education entities placing interns/student teachers within the district as approved by building administrators.
  4. Accurately inputs, extracts, and maintains personnel data in multiple online system(s) utilized by the HR department.
  5. Serves as a resource to staff for information on personnel policies, procedures, rules, compensation and benefits (primarily for classified employees).
  6. Ensures that appropriate exit procedures are followed and applied for terminating or retiring employees.
  7. Process staff attendance utilizing the district's identified absence management system; prepare and provide data relative to staff attendance; recruit and select substitute staff.
  8. Assists the Assistant Superintendent or other administrators in resolving staffing issues.
  9. Schedules interviews for posted vacancies and assists in the organization of searches for open positions.
  10. Processes staff attendance for current staff and works with technology service providers regarding login account activation for new staff and long-term substitutes.
  11. Prepares confidential reports, studies, and proposals to be used for negotiations of CBAs and participation in negotiation meetings as needed.
  12. Assists and acts in a confidential capacity to the Assistant Superintendent for Human Resources in the formulation, determination, and effectuation of management policies regarding labor relations.
  13. Processes new hire background checks and fingerprints, including such for volunteers, student teachers, interns, and other approved non-district employees.
  14. Continually works with all administrators to find qualified candidates for open positions and vacancies.
  15. Assists in the collection, preparation and review of data for reports, proposals, and other formal written communications; ensures that all reports and correspondence are of the highest quality.
  16. Maintains a variety of confidential employment files and records.
  17. Prepares reports and provides editorial assistance in preparing, producing and disseminating publications related to employment, staffing and other personnel topics.
  18. Maintains accurate and detailed calendar of events, due dates, and schedules as they relate to assigned projects and programs.
  19. Arranges and schedules a variety of meetings and employee events; notifies participants; confirms dates and times; reserves meeting locations, and prepares appropriate materials.
  20. Assists with the onboarding and orientation of all new staff.
  21. Assists in completing employee verifications of employment.
  22. Works collaboratively with other departments to support their work and see their assistance as needed. Specifically, works with Business Services to ensure accurate payroll information for all employees.
  23. Maintains supplies for day-to-day HR office needs as well as special HR events.
  24. Reception responsibilities for the Administration Building as needed and assigned.
  25. Prepares confidential reports and studies to be used for negotiation of CBAs and participate in negotiation meetings as needed.
  26. Maintains attitude of service, assistance, and support for all requesting help and/or interacting with the HR department.
  27. Implements and maintains the mandated training software for the District.
  28. Processes all unemployment claims, payments, and represents the District on phone hearings.
  29. Perform other duties as assigned by the Assistant Superintendent for Human Resources.
