Under broad guidance, the Director of Design and Construction is responsible for leading a department that provides design and construction services through leveraging external consultant and contractor firms to implement capital improvement program (CIP) projects and other similar projects. Responsibilities also include directing the use of professional annual services contracts and other related professional services firms to provide professional services and engineering support broadly to HRSD.

Job Requirements
Education
Required
• Bachelor of Science in Civil Engineering or related field
Desired
• Master's degree in engineering, management, or related curriculum
Experience
Required
• Minimum of ten years' experience in the practice of engineering
• Experience in project management of design and construction projects to include experience in planning, design, and construction of public infrastructure (wastewater conveyance, treatment, or water reuse) projects
• Proven leader in managing complex design and construction projects, overseeing multidisciplinary teams, and ensuring compliance with technical standards, regulatory requirements, and budgetary constraints.
Desired
• Supervisory experience managing direct reports
Licenses and Certifications Requirements
Required
• Valid Driver's License from state of residence
• Virginia Professional Engineer (PE) license
Desired
• Project Management Professional (PMP) or equivalent project/program management certification
• Envision Sustainability Professional (ENV SP) certification
• Design Build Institute of America (DBIA) certification
