This position is assigned to the Design Staff Manager within the New Mexico Department of Transportation (NMDOT) Statewide Transportation Improvement Program (STIP) to assist with processing the financial portion of consultant design contract for multiple bureaus within the Infrastructure Division. The incumbent will work closely with the other positions in the Design Section of the STIP Bureau, Project Oversight Division, Procurement Division, and others as needed to accomplish the tasks.

As a valued new employee to NMDOT, you may be eligible to receive three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.

Why does the job exist?

The Senior Business Operations Analyst will assist the Statewide Transportation Improvement Program (STIP) Bureau with processing the financial portion of consultant design contracts for the NMDOT.

How does it get done?

The primary responsibilities of this position will include requesting obligation of federal funds based on the approved justification memos, creating purchase orders (POs), creating and processing Request for Budget (ROBs), reconciling financial information, and updating electronic project files. Additionally, this position will be responsible for assisting with payments on design contracts, filling out invoice tracking spreadsheets, assist with funding questions and reach out to project managers and consultants for clarification when needed. Incumbent will be working closely with Project Oversight Division, Procurement Division, and the STIP Bureau Chief to ensure timely obligation of funds and creation of purchase orders.

Who are the customers?

This position reports to the STIP Bureau, however, internal customers include all bureaus within Programs and Infrastructure (PINF) Division to include, Bridge, Drainage, Environmental, Programs, Chief Engineer, Traffic, Right-of-Way (ROW), Survey, Utilities, Design Regions, Plans, Specifications, & Estimates (PS&E), and Hazardous Materials Investigations (HMI), along with other areas such as Materials Lab and Capital Programs. This position will work closely with Procurement, external consultants, and other internal stakeholders as needed.

Ideal Candidate

The ideal candidate will have preferred education and/or experience in the following:

* Proficient communication skills.
* Multitasking and set priorities based on hard deadlines.
* Excel pivot tables, MS Outlook.
* Statewide-Human Resources-Accounting-Reporting (SHARE) Financials.
* Proficient problem-solving skills and the ability to work as part of a team.

Minimum Qualification

Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Work is performed in a general office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer, tablet, printer, calculator, cellphone, copy machine, scanner, keyboard, and telephone usage with possible extended periods of sitting. Some standing, bending and reaching may be required. Some lifting of boxes, weighing 20 lbs or less may be required.
