The Client is seeking a Contractor to provide Independent Verification and Validation (IV&V) Services to assist the client in effectively planning, executing, implementing and monitoring the Business Integration Services for the implementation of the Book of Record Functionality Migration (BFM) Initiative. In support of the client's role and responsibilities, Client has completed strategic planning and established strategic priorities including four work streams for People, Processes, Technology, and Infrastructure. The BFM is a major strategic initiative. The Contractor shall provide independent oversight and input into the effectiveness of the implementation. Due to the immediate need for specialized experience, Client needs to obtain the services of a Contractor to provide two staff; one Senior Project Manager, and one Senior Technical Lead.
The Senior PM has a minimum of seven years of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools. At least four years of that experience must have been as a Senior PM of one or more large or complex IT projects ($25 million project budget and 10,000 or more end users).
The Senior PM has an Information Technology Infrastructure Library (ITIL) 4 Certification. A copy of a current valid certificate must be provided to be eligible for the points.
Job Description:
- Evaluate business solutions, systems or software from a perspective independent from the development and business solutions integration team.
- Verify that the business solution, system and software are built according to specified requirements and design. Including reviewing documentation, code or other artifacts.
- Validate that the business solution, systems or software meet the user's needs and intended purpose.
- Identify potential defects, issues or inconsistencies with business solutions, systems or software.
- Create documentation including IV&V management plans, deliverable and work product assessments and reports.
- Communicate findings, including recommendations, to relevant stakeholders, such as project managers and development teams.
- Summarize and present findings to the executive sponsors, and relevant executive steering committee members.
The Senior PM must have a minimum 7 years' experience providing the following IV&V tasks:
a) Observing and assessing tools, artifacts, and activities relating to design, development, coding, testing, databases, and project management.
b) Assessment of business, technical, and enterprise architecture artifacts, tools, and environments.
c) Developing IV&V monthly activity reports.
d) Conducting risk and issue list reviews.
e) Performing requirements traceability matrix analysis.
f) Performing system requirements evaluation.
g) Conducting system test assessment and verification.
h) Developing IV&V task reports.
