This National Guard position is for a SUPERVISORY SUPPLY MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D2109P01 and is part of the IL 126, National Guard.
Duties
Help
As a SUPERVISORY SUPPLY MANAGEMENT SPECIALIST (TITLE 32), GS-2003-12, you will exercise second level supervisory authorities over the SCOS.
Major Duties - This is NOT an all-inclusive list:
- Plan, organize, and oversee the activities of the organization.
- Direct and advise on policy, training, and procedures that relate to division functions within the enterprise supply chain operations.
- Develop goals and objectives that integrate organization and global supply programs objectives.
- Establish, revise, or review policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
- Responsible for the implementation of supply chain operations policy, process and guidance set forth to meet global mission objectives.
- Plan work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.
- Review and structure organization to optimize use of resources and maximize efficiency and effectiveness of the organization.
- Exercise supervisory personnel management responsibilities.
- Advise and provide counsel to employees regarding policies, procedures, and directives of management.
- Select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
- Explain performance expectations to employees and provides regular feedback on strengths and weaknesses.

- This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. - Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.

- May be required to successfully complete a probationary period.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,
- The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
- The SECOND area of consideration will be all current Federal Employees.
- The THIRD area of consideration will be all Federal re-employment eligible.
- The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
- The FIFTH area of consideration will U.S. Citizens.
Military Grades: Enlisted - Minimum Rank of E6 - Maximum Rank of E8
GENERAL EXPERIENCE: MUST possess experience, education, or training which has provided you with a general knowledge of one or more aspects of the supply field; experience using computer and automation systems.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
SPECIALIZED EXPERIENCE: GS-12 Level MUST possess at least 1-year equivalent experience of the next lower grade of GS-11; experience supervising and/or managing supply personnel and a variety of supply functions; knowledge on the entire inventory management supply system; experience coordinating with other organizations on complex and controversial supply issues; experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions.
SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience which includes experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
