Performs a variety of semi-skilled and skilled maintenance work, and operates a variety of equipment in the construction, operation, repair, maintenance, and replacement of City stormwater facilities and systems. THIS IS A SAFETY-SENSITIVE POSITION
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Lead worker over Laborer 1, 2, and 3 employees.
- Assists with the planning, scheduling, and implementation of construction, maintenance, and operation and construction activities designed to provide proper drainage throughout the City.
- Assists in the training of lower-level employees performing the duties of maintenance, construction, and repair for the Storm Water Department.
- Respond to complaints and service requests.
- Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; ensures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.
- Maintains a variety of records relating to inspections, maintenance activity, and repairs.
- Performs required labor involved in construction and maintenance projects as part of a crew for the Storm Water Department. Pavement cutting, ditch digging, pipe repair, line cleaning, laying and backfilling.
- Determines the locations of gas, telephone, power, television, and water and sewer lines from the appropriate sources before excavation by verifying a valid TN 811 call.
- Drives trucks of various sizes and weights in the loading, hauling, and unloading of various equipment, gravel, dirt, and sand.
- Performs all duties in conformance to appropriate safety and security standards.
- Mow and maintain City-owned property as needed.
- Operates medium and heavy-size construction and power equipment including but not limited to backhoe, excavator, skid steer, and dump trucks.
- Ability to read and understand GIS mapping and construction plans.
- Responsible for ensuring that traffic safety measures are taken during road closures including but not limited to safety equipment, signage, flagging, and lighting as required.
- Performs as the lead heavy equipment operator for the stormwater department including but not limited to a backhoe, excavator, and skid steer.
- Responsible for overseeing and managing the stormwater department's workflow during the absence of the department supervisor.
- Performs other duties as required.
- High School Diploma or GED equivalent preferred.
- Four (4) years of experience relating to Public Works Services including but not limited to construction, maintenance, and repair is required.
- Must demonstrate expert proficiency levels in the operation of heavy equipment.
- Any equivalent combination of education and experience may be considered.
- Valid State of Tennessee Driver's License.
- Knowledge of Health and Safety Requirements.
- Considerable knowledge of equipment, facilities, materials, methods, and procedures used in maintenance, construction, and repair activities.
- Skill in operation of some of the listed tools and equipment.
- Ability to perform heavy manual tasks for extended periods.
- Ability to work safely.
- Ability to communicate effectively verbally and in writing.
- Ability to establish and maintain effective working relationships with employees, other departments, and the public.
- Ability to understand and carry out written and oral instructions.
- Skilled in operating medium and heavy-sized construction equipment.
- Ability to coach, train, and teach lower-level employees.
- Principles and practices of safety management.
- Ability to perform supervisory responsibilities in the absence of the actual supervisor.
PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed mostly in field settings. Considerable outdoor work is required. Hand-eye coordination is necessary to operate testing instruments, computers, and various pieces of office equipment. While performing the duties of this job, the employee is occasionally required to stand, walk, sit, climb, or balance, stoop, kneel, crouch, crawl, talk and hear, and use hands to finger, handle, feel, or operate objects, tools, or controls. The employee must occasionally lift or move up to 50 pounds. Specific vision abilities required by this include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
WORK ENVIRONMENT
Outdoor Work: As a senior position in the field, a Laborer IV primarily works outdoors, engaging in advanced and complex maintenance, repair, and construction tasks related to stormwater management systems. This role requires operation in various weather conditions, including extreme temperatures and adverse weather, to ensure the effectiveness and reliability of stormwater infrastructure.
Physical Demands: This position demands a high level of physical labor, including lifting heavy objects (potentially over 50 pounds), operating advanced machinery and equipment, and performing tasks that necessitate prolonged periods of standing, walking, bending, and kneeling. The physical requirements are demanding but essential for the role's responsibilities.
Noise Level: High noise levels are common due to the operation of heavy machinery and equipment necessary for maintaining and improving stormwater systems. Usage of personal protective equipment to mitigate noise exposure is required for safety.
Safety and Compliance: Adherence to safety protocols is paramount, with Laborer IVs often taking a lead role in ensuring that safety standards are met or exceeded. This includes wearing appropriate safety gear and following best practices for the safe operation of machinery, equipment, and vehicles.
Leadership and Supervision: As a more advanced role, Laborer IVs may provide guidance and oversight to less experienced laborers, promoting teamwork, and ensuring tasks are completed efficiently and safely. They may also assume direct supervision responsibilities in the absence of a crew leader or supervisor.
Varied and Complex Tasks: The duties of a Laborer IV include a wide range of tasks, with a focus on more complex and technical aspects of stormwater management. This may involve leading specific projects, operating specialized equipment, and participating in the planning and execution of major repair or installation projects.
Schedule: This position is not remote and works a 4-day-a-week, 10-hour-per-day schedule from 7:00 am - 5:30 pm, however, the position demands flexibility to address emergencies, storm events, or critical maintenance activities outside of standard working hours, including nights, weekends, and holidays.
