Job Description:
Nebraska DHHS is hiring for an IT Applications Developer role part of the CHARTS (Children Have A Right to Support) development team, responsible for enhancing and maintaining Nebraska's statewide Child Support Enforcement system. CHARTS is a robust, multi-platform application that supports critical child support services across the state. Based in Lincoln, this position will serve as a technical contributor supporting the web-based portion of the application, working alongside a collaborative team of approximately 40 business and technical professionals. You'll be part of an integrated environment that includes application development, database administration, project management, testing, configuration management, and production support - all focused on delivering reliable, high-impact services for Nebraska families.

This is a full-time/permanent on-site role in Lincoln, Nebraska. Not eligible to be a contracted position.

Examples of Work

Under supervision, responsible for all phases of software development activities for Web assignments in a large-scale IT environment using DB2. The candidate will also:
  • Be taught on-site the use of Appeon Powerbuilder software that is used for the Client Server online system. Software development activities include requirements gathering, analysis, functional and techn ical design, construction and testing, implementation, and production support.
  • Work closely with business analysts, other technical analysts, managers, and business sponsors.
Requirements / Qualifications:

Minimum Qualifications: Experience, education, or training in coding computer applications.

Preferred Qualifications:

Associate Degree in Data Processing or equivalent with course work in the following:
  • Software Development Lifecycle including Analysis, Design, solution development and evaluation of alternative solutions. Estimating work and planning target dates
  • Use of Eclipse development software
  • Java and Java Servlet knowledge.
  • .NET knowledge
  • Use of Java Server Faces Framework
  • XML, JSP, EJB, DHTML, CSS, SQL Server, JavaScript and HTML Coding.
  • JDBC knowledge

Experience working on a large system using structured procedures and guidelines.

Experience as an applications developer working for a State Child Support System.

Knowledge of project management tools such as Clarity or Workfront, or similar products preferred.

Experience with Microsoft SharePoint, Visio and Access

Other: Position is located on-site at the Nebraska State Office Building in Lincoln.

Knowledge, Skills, Abilities

Knowledge of: software development principles and methods; software system testing procedures; system documentation; system analysis and design; logical/physical database design, database management principles and methodologies.

Skills in: Systems analysis and design; computer programming; database design; troubleshooting and debugging large and complex computer applications; excellent written and verbal communication skills, Strong organization, planning, problem-solving, and decision-making skills. Desire and ability to learn and learn quickly.

Ability to:

Formulate ideas into functioning computer applications

Initiate and recognize areas which would benefit from a computer application

Code, debug, test and document computer programs,

Write clear, understandable program code, design and code complex algorithms

Maintain and modify existing web applications;

Organize, plan and prioritize work under pressure of deadlines;

Work effectively in a team environment,

Work with project participants and other stakeholders to gather system requirements

Communicate computer concepts to those unfamiliar with computer terminology

Provide guidance to less experienced coworkers in solving programming problems

Show initiative and demonstrate good judgment

Work directly with various levels of business and technical team members
