Toho Water Authority is seeking a highly skilled and motivated Senior GIS Specialists or GIS Specialist III (Depending on experience) to join our forward-thinking team. This is an exciting opportunity for an experienced geospatial professional who is passionate about using data, technology, and innovation to drive meaningful change in public infrastructure. As a Senior GIS Specialist at Toho, youll play a critical role in shaping our data-driven futurecollaborating with cross-functional teams, supporting enterprise-wide initiatives, and integrating geospatial intelligence into decision-making processes that directly impact our community.

You will lead the development and management of complex spatial databases, deliver advanced analytics, and serve as a trusted advisor to internal stakeholders. Essential Functions
  • Keep the Toho Promise at the forefront of providing support, collaboration, expertise, and action; build strategic and collaborative relationships to instill confidence and trust; provide excellent customer service in achieving objectives and implementing innovative solutions to challenges.
  • Read and interpret a wide variety of documents, such as ordinances, subdivision maps, site plans, records and drawings.
  • Produce maps, drawings and data from internal and external requests.
  • Interpret legal descriptions and subdivision plans (desirable).
  • Digitize GIS features and geo?rectified images from construction drawings, as?built plans and record drawings to keep the GIS utility database current.
  • Read easement legal descriptions and deeds.
  • Work closely with Operations, Engineering, and Environmental teams to ensure, deliver, and communicate accurate GIS data, updates, and deliverables along with supporting Toho project needs.
  • Document and complete data geospatial projects as assigned by the GIS Manager.
  • Perform GIS quality control processes using predefined processes.
  • Provide technical direction for GIS initiatives; serve on project teams to provide GIS expertise and input such as Cityworks and Lead and Copper Rule Revisions project teams.
  • Perform technical support and analysis using ArcGIS and SQL.
  • Troubleshoot scenarios encountered by GIS Specialists.
  • Mentor and assist staff by providing guidance and direction.
  • Maintain GIS feature data sets and analyze aerial imagery.
  • Perform geospatial data analysis, conversion and data maintenance using advanced knowledge in ESRI products.
  • Configure and create GIS web maps using ArcGIS Server and ArcGIS online.
  • Maintain and evaluate Trimble Connect to determine adequacy for meeting specification for design requirements.
  • Oversee and coordinate Geographic Information Systems (GIS) vertical and horizontal assets across all of the Toho GIS programs.
  • Conduct training, presentations, and demonstrations as needed.
  • Perform GIS data capturing, data conversion, and data entry work using ESRI ArcGIS Desktop software; maintain integrity of data base using quality control procedures.
  • Coordinate and collaborate with other departments to ensure GIS goals, strategies, and objectives are met and on?track.
  • Write programs, coding, and scripts to automate GIS processes and workflows.
  • Maintain spatial geodatabases, geometric networks, and relational databases.
  • Coordinate integration of GIS with other Toho applications and databases such as customer billing, meter reading, and asset management.
  • Collect GPS coordinates to improve positional accuracy of utility assets using a Trimble GPS device.
  • Use ground penetrating radar (GPR) to assist in detecting the position of existing assets.
  • Maintain and leverage Trimble Connect to meet Toho redline design requirements.
  • All other duties as assigned.
Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain that required qualification would be:

  • Senior GIS Specialist - Bachelors or higher-level degree (any equivalent combination of education and experience); minimum 10 years of relevant experience.
  • GIS Specialist III - Bachelors or higher-level degree; minimum 8 years of relevant experience.
  • GIS Specialist II - Associate of Science/Associate of Arts degree; minimum 5 years of relevant experience.
  • GIS Specialist I - High School Diploma or GED; minimum 3 years of relevant experience.

Desirable Qualifications
  • Experience working in a technical, engineering, or computer environment.
  • Proven success in supporting a utility spatial database.
  • Bachelor's degree in Geography, GIS, or a related field.
  • Proven experience with GIS software including import and export of GIS data.
  • Strong analytical and problem?solving skills.
  • Excellent and effective communication and teamwork skillsets.
  • Experience working in public utilities.
Knowledge, Skills, and Abilities
  • Strong ability to work in a team environment and work productively and effectively with stakeholders and customers in various departments.
  • Strong skills in planning, design, maintenance, geocoding, georeferencing, and production of geospatial data.
  • Best practices and techniques of cartography and map production.
  • Data analysis and interpretation, including spatial analysis.
  • Expertise in MS Office, creating and editing documents containing text and images, data entry and management in Excel spreadsheets and Access databases.
  • Field data collection and using GPR and Trimble GPS technology.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to review complex record drawings and provide constructive feedback in a timely manner.
  • Ability to publish web maps to ArcGIS Online and ArcGIS Server.
