Position Information

TxDOT's Odessa District is looking for a Transportation Specialist III, IV or V to inspect essential infrastructure throughout the District. This role allows for a mix of outdoor and hands-on experience within a team-oriented setting. This position will also assist with administering contracts and service utility agreements throughout the 13 counties.

Transportation Specialist III: B21 ($54,278 - $87,046/yearly) Transportation Specialist IV: B22 ($57,614 - $93,138/yearly)

Transportation Specialist V: B24 ($65,104 - $106,634/yearly)

Position Description

Transportation Specialist III
  • Provides technical expertise and coordination for transportation programs involving multiple design and/or [advanced] building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards.
  • Assists with project planning and oversight, and the development of policies and procedures for area of responsibility.
  • Work requires contact with governmental officials, consultants, contractors and private entities.
  • Employees at this level establish their own work plan and priorities to meet set objectives.
  • Issues are rarely referred to the supervisor but are handled at the occurrence.
Transportation Specialist IV
  • Provides high-level technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards.
  • Assists with project planning and oversight and the development of policies and procedures for area of responsibility.
  • Work requires contact with governmental officials, consultants, contractors and private entities.
  • Employees at this level establish their own work plan and priorities to meet set objectives.
  • Issues are rarely referred to the supervisor but are handled at the occurrence.
  • Note: Each district or division is authorized up to a total of eight employees in this job family as Transportation Specialist IV and/or Transportation Specialist V. Metropolitan districts and the Construction Division are authorized up to a total of twelve employees. Limit may only be exceeded as a result of reclassification of employees unable to fulfill the obligations of the Engineering Assistant Career Development Program
Transportation Specialist V
  • Provides [planning, oversight], and high-level technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards.
  • Develops and/or interprets guidelines, regulations, laws, policies and procedures for area of responsibility.
  • Work requires contact with governmental officials, consultants, contractors and private entities.
  • Employees at this level are virtually self-supervising and assume direct accountability for the work product.
  • (Note: Each district or division is authorized up to a total of eight employees in this job family as Transportation Specialist IV and/or Transportation Specialist V. Metropolitan districts and the Construction Division is authorized up to a total of twelve employees. Limit may only be exceeded as a result of reclassification of employees unable to fulfill the obligations of the Engineering Assistant Career Development Program.
Essential Duties:

The essential duties for the Transportation Specialist III include:
  • Assists in overseeing design work among TxDOT entities, consultants and contractors.
  • Assists in overseeing project design involving design calculations and sketches of plans, layouts and typical sections.
  • Assists in planning, developing, administering and monitoring district maintenance contracts and service agreements
  • Conducts immediate inspection of damaged bridges, determines necessity of temporary or permanent repairs and notifies maintenance personnel; makes recommendations for the closing of bridges.
  • Coordinates with roadway design on schematics and reviews in-house and consultant traffic control plans or traffic projects.
  • Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices.
  • Responds to public concerns regarding construction and provides or recommends correct, cost-effective solutions to issues raised during the administration of a construction project.
  • Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications
  • Travels to districts and maintenance offices to perform site visits and monitor maintenance programs.
Additional duties for Transportation Specialist IV include:
  • P erforms complex data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.
  • Provides advanced technical expertise and coordination for maintenance operations including prioritizing projects, monitoring correspondence and writing memorandums and reports.
  • Inspects roadways and evaluates road conditions.
  • May serve as a lead worker and the related tasks
  • Monitors area office workloads and advises headquarters staff.
  • Prepares bridge inspection follow-up worksheet for maintenance and gives instruction for recommended actions; monitors follow-up actions taken by maintenance.
  • Reviews and oversees plan packages submitted by consultants
  • Reviews and revises Plans, Specifications & Estimates and project designs for traffic control devices, signals, signs, markings, detours, traffic control plans, roadway illumination, traffic management systems or Intelligent Transportation Systems (ITS).
  • Reviews area office contract submissions and coordinates process with area engineers.
Additional duties for Transportation Specialist V include:
  • Oversees design work among TxDOT entities, consultants and contractors.
  • Oversees project design involving design calculations and sketches of plans, layouts and typical sections.
  • Plans, develops, administers and monitors maintenance contracts and service agreements.
  • Prioritizes and schedules projects.
Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:
  • Valid driver's license. This position requires driving a state vehicle.
