The business analyst will be teamed with a project manager. The project manager will be managing the program, while the business analyst takes point for process modeling for current-state processes and data flows coupled with requirements definition to support back-office process roles and end user experience leveraging an online constituent platform for the respective Office of the Treasurer and Commissioner of the Revenue. Followed by future-state process modeling, once a replacement platform is contracted, by partnering with subject matter expert platform implementer to refine and automate current state and define best self-service experience for constituents. Finally, the BA will be the primary lead responsible for tracking implementation against requirements, process flows and guide teams in role-based testing plan and execution. Real estate, revenue and tax office teams will be responsible for building and executing their respective testing cases under the watchful eye of the BA.
The inventory of existing local government real estate, revenue and tax process models created 10 years ago as part of the current platform analysis to update with current state practices for the replacement platform. Current-state process models consist of real estate, revenue and tax handling comprised of nearly 20 process areas consisting of 200 processes and 215 sub-processes, interface & data flows for approximately 50 system interfaces to govern over $2 billion in taxes paid and due.
The implemented platform will support processes in this inventory to include Tangible Personal Property, Business Tangible Personal Property, Business Professional and Occupational License, Public Service Corporation, Machinery & Tools, State Sales Tax, Stormwater Fee and Recycle Fee, Estimated State Income Tax (EIT) tax-type
Specialty tax types - Special Assessment District, Community Development Authority, Short Term Rental, Transient Occupancy, Consumer Utility, and Bank Franchise
Tax Relief - Personal Property Tax Relief, Registration Fee Relief, Real Estate Tax Relief for the Elderly & Disabled and Disabled Veterans
Major functions of Role:The business analyst will be involved in partnering with strategic county leaders to implement modern enterprise systems involving the enhancement of business processes provided to county citizens.This role will involve the definition or refinement of business requirements needed to implement a tax management system for the county.The ability to translate business requirements into documentation as well as conceptual designs from which infrastructure, applications and integration solutions are developed are essential.The business analyst is an active thought partner who assists in shaping technological demand among the business and technology communities.The business analyst will also assist in the implementation of the solution and assist in the integrated testing of the modern solution in preparation for its implementation.
Knowledge/Skills/Abilities:Requires considerable knowledge and skill in planning, managing, directing, developing and organizing documentation.Requires a high level of interpersonal, customer relations and negotiation skills in partnership with the project manager and other key leaders.Requires a high level of knowledge of business analyst tools and as well as a general knowledge of technical procurements, RFP development and evaluation, contract negotiation and management.Strong customer relations and negotiation skills are required.Must have strong written and oral communication skills, and the ability and enthusiasm to organize, lead and motivate teams; to work with all levels of staff; and to negotiate around and resolve conflict.Must exhibit strong desire for goal achievements.Must have demonstrative ability to handle multiple tasks simultaneously, assigning priorities and managing all to completion.
1) Business Analysis Process Engineering
a. Lead multiple departments through current-state process flows and associated role definition as well as role gaps in current state reservation and permitting processes.
b. Lead same departments through future state vision and operations future-state process flows and associated procedural documentation for business operations reflecting utilization with contributions from selected solution implementation subject matter expert.
c. Lead the project sponsors, project customers and project manager through prioritization of the gaps and development of recommendations to address the gaps exposed for business process change, platform automation.
d. Lead business and platform implementer through definition of platform submission flows and communication methods for smooth and well-informed constituent self-service experience and vendor self-service experience.
2) Test Execution
a. Develop the project Test Management Plan utilizing the IST Project Management Office template.
b. Where necessary, work with the business and vendor to refine requirements in areas specificity is required to ensure the resulting requirements are testable.
c. Provide oversight and guidance to business test leads in development of comprehensive functional test scripts for user testing, interface testing and data testing. Responsible for ensuring quality of test scripts that are developed.
d. Work with project manager, 3rd party implementer and departments to carry out test plan and test scenarios to carry out testing completion.
Training/Experience/Education:
Bachelor's Degree + 5 years of experience as a business analyst. Public sector experience preferred but not required.
