Job Summary

The Wellness Program Manager leads the design, implementation, and evaluation of employee wellbeing programs that improve organizational health, safety, and performance. This position manages strategic initiatives supporting all dimensions of wellbeing, including physical, emotional, financial, and social wellbeing-ensuring programs are inclusive, data-driven, and aligned with organizational and Human Resources goals. The Wellness Program Manager provides leadership in advancing a culture of wellbeing and continuous improvement across the municipal workforce with an emphasis on population health management.

Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
  • Identify employee wellness and personal enrichment needs; plan, implement, and evaluate programs to meet those needs.
  • Align wellness strategies with organizational priorities, Benefit's Program goals, and HR initiatives.
  • Evaluate environmental and organizational factors affecting employee wellbeing and recommend improvements.
  • Serve as a leadership member of the City's Safety & Wellness Team steering committee, guiding strategy, policy, and program direction.
  • Assess and analyze wellness performance using data insights, leading indicators, participation metrics, and program audits.
  • Advise and influence leaders on emerging best practices in workplace wellbeing and organizational wellness.
  • Develop and administer the City's employee incentive programs to engage employees in wellbeing.
  • Establish objectives and performance metrics for HRAs, health screenings, fitness assessments, coaching, and program engagement.
  • Develop, present, facilitate, and evaluate wellbeing education programs and materials for departments and work groups.
  • Maintain, purchase, and monitor wellness equipment, train employees in safe and effective use.
  • Develop and implement annual wellness communication and marketing plans.
  • Provide lifestyle-change coaching and referrals to support employee wellbeing.
  • Partner with Purchasing and external vendors to secure wellness services and ensure high-quality program delivery.
  • Maintain confidential, compliant, and accurate program and participant records.
  • Lead outreach and collaboration with community partners, benefits vendors, and wellness organizations.
  • Plan and execute citywide projects, campaigns, and events to promote safety, wellbeing, and employee engagement.
  • Prepare and support annual budget development; monitor and track expenditures; report program outcomes and participation to leadership.
  • Partner with HR leaders to integrate wellbeing into HR strategies, employee experience initiatives, and organizational culture efforts.
  • Oversee vendor management and contract compliance for third-party wellness services.
  • Apply diversity, equity, and inclusion lens to program design, communication, and participation.

Required Qualifications

MinimumPreferred

College degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees
Bachelor's degree in Wellness Management, Health/Fitness, Exercise Physiology or Nutrition with training in nutrition or physiology, organizational development and stress management from an accredited college or university

Experience Requirements
  • Five years of experience or education related to Wellness Management or equivalent combination of education and experience. Preferred Qualifications: Experience providing management or supervision of employees.
