One Federal Solution is seeking an experienced Senior Program Manager to provide high-level program management, governance support, and executive reporting for operational initiatives across the U.S. Secret Service (USSS). The ideal candidate will bring deep expertise in program oversight, cross-functional leadership, federal governance frameworks, and data-driven decision-making. This role requires a strategic thinker with strong leadership of Integrated Project Teams (IPTs), development of governance structures, and delivery of executive-level communication products.

Program Governance & Process Development:

  • Develop robust processes for reconciling operational tracking across six (6) IPTs within USSS.
  • Design and implement an OB3 Governance Framework to support ongoing reconciliation tracking, including policies, internal controls, and reporting mechanisms.
  • Create OB3 IPT Execution Plans that define milestone targets, KPIs, risk profiles, and roadblocks to enable effective prioritization and management of IPT activities.
Reporting, Analytics & Executive Communication:
  • Develop executive-level briefings and IPT monthly reports using advanced data analytics to enhance decision-making and clearly communicate progress.
  • Identify and proactively address trends, risks, and opportunities through comprehensive data interpretation and reporting.
Program Management & Delivery Oversight:
  • Provide full-spectrum program management support by overseeing key project milestones and tracking progress against deliverables.
  • Facilitate effective collaboration among cross-functional and multi-stakeholder teams.
  • Monitor program risks, dependencies, and challenges, presenting mitigation strategies to leadership.
  • Ensure quality, timeliness, and consistency of all project outputs and reporting.
Required Qualifications:
  • 10+ years of experience in programming and/or portfolio management.
  • Demonstrated experience supporting government governance structures and producing executive-level reporting.
  • Proven ability to manage complex, multi-workstream programs involving cross-functional teams.
  • Strong analytical, communication, and stakeholder engagement skills.
Education & Certifications Required:
  • PMP (Project Management Professional) or equivalent certification required.
  • Bachelor's degree in business, management, or related field preferred; advanced degree a plus.
