Senior Consultant, Public Health Data Governance

What You Will Do:

• Play a crucial role in enhancing the interoperable exchange of public health data and driving strategic transformation for federal health clients.
• Utilize your public health data policy expertise to support the creation and implementation of data use agreements and scalable policy frameworks.
• Analyze and develop new data use agreements to ensure compliance with legal standards while addressing operational needs.
• Collaborate with teams to deliver innovative solutions through legal and policy analysis combined with strategic consulting.
• Conduct comprehensive reviews of existing contracts and agreements to align with updated data procurement policies and public health objectives.
• Support initiatives promoting compliance with data privacy laws and developing effective policies related to data use and privacy.
• Engage with clients and stakeholders, ensuring proper alignment on concepts and approaches to public health data governance.
• Identify and implement improvements in guidelines and processes that enhance operational performance.
• Participate in strategic planning efforts and contribute to organizational transformation projects, including performance management and process redesign.
• Assist in managing change initiatives, facilitating the smooth adoption of new processes and systems.
• Conduct qualitative and quantitative analyses to inform decision-making and uncover improvement opportunities.
• Prepare client deliverables such as strategic plans, process flows, risk mitigation strategies, and performance dashboards.
• Build and maintain strong, trusting relationships with clients and project teams, ensuring collaborative success.

What You Will Need:

• Juris Doctor (JD) degree.
• A minimum of 3 years of relevant experience in public health law, data use agreements, and consulting.
• In-depth knowledge of legal frameworks, data privacy laws, and public health policy.
• Proven ability to accomplish multiple priorities while working effectively in team settings.
• Outstanding analytical, problem-solving, and organizational skills.
• Excellent written and verbal communication abilities.
• Proficiency in Microsoft Office suite.
• U.S. citizenship and ability to obtain a Public Trust clearance.

What Would Be Nice To Have:

• 6+ years of experience in relevant fields.
• Professional certifications such as Project Management Professional (PMP), Lean Six Sigma Green Belt, or Certified Change Management Professional (CCMP).
• Experience in consulting roles with a track record of delivering solutions in strategic planning and operational performance improvement.
• Advanced skills in Microsoft Office suite.
• Experience with the CDC or other HHS operating divisions.
• Established relationships with HHS leaders or CDC personnel.
