Staff Services Analyst / Analyst I - Title change effective January 1, 2026

Under the general direction of the Business and Fiscal Services Unit manager, Staff Services Manager I (SSM I), the incumbent is responsible for performing complex analytical work in support of fiscal operations, revenue management, procurement, and administrative services.

This position is designated under the Conflict of Interest Code . The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of the candidate's ability to present information clearly and concisely in writing.

The SOQ must be typed in 12-point Arial font, single-spaced, and limited to no more than two pages. Fiscal Operations & Accounting: Describe your experience with fiscal operations in a government or regulatory setting, including invoice processing, fund reconciliation, accrual preparation, and financial reporting using systems such as Fi$Cal and CalCard. Contracts and Procurement: Provide examples of your role in developing or administering service contracts, including how you evaluated scopes of work, assessed cost estimates, and ensured compliance with state procurement policies. Revenue Management: Explain your experience managing and reconciling revenue transactions, including how you applied account codes, verified postings in Fi$Cal, and prepared augmentation notifications under Control Section 3.60 or Item 9800. CalCard Program Oversight: Discuss your responsibilities as a CalCard Cardholder or administrator, including how you verified documentation, tracked purchases, ensured compliance, and participated in related training or user meetings. Purchasing and Delegation Compliance: Describe how you reviewed purchase requests for compliance with delegation authority, prepared supporting documentation, and analyzed purchasing trends to inform fiscal planning and operational decisions.
