About the Position: This position is located within the Military Correctional Complex and requires frequent, direct contact with inmates. This position has been designated as a primary/rigorous and is eligible for Law Enforcement (LEO) retirement coverage. Duties
Help
- Serve as Lead Inmate Services Clerk, Inmate Services Branch (ISB), Directorate of Institutional Services (DIS), Military Correctional Complex (MCC).
- Ensure the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products, and services.
- Coach the team in problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team in identifying the parameters of a viable solution.
- As the Publications Review Official (PRO), review and evaluate material for entry into the USDB/JRCF in accordance with regulatory guideline.
- Prepare written notification to the inmate of rejected item(s) and the reason for rejection.
- Present rejected item(s) directly to the inmate and explains appeal process.
- Maintain inmate funds, ensuring accounting documents are maintained in audit-ready condition.
- Prepare a variety of financial or fund-related reports in a variety of configurations.
- Give input in the compiling, analyzing, evaluating, maintaining, and/or developing policies, procedures, guidance, financial requirements, and/or fund documentation to maintain accountability and control of the inmate Personal Deposit Fund (PDF).

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A Secret security clearance is required.
- This position requires the employee to pass a Criminal History Background Check. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
- This position requires the employee to undergo testing for tuberculosis prior to entry on duty and annually thereafter.
- This position requires the employee to complete the ACC Pre-Service Training program to maintain security and control of inmates, appropriate staff /inmate interaction and understanding the rules of inmate conduct.
- The employee will comply with the strict provisions as established by ACC policy and local facility/activity policy on staff standards of conduct.
- Position requires heavy lifting of up to 70lbs. (pounds). A pre-placement medical examination is required and an annual physical thereafter.
- All Army Corrections Command (ACC) employees are required to take 40 hours of training annually. Employees will receive basic training in inmate supervision and security as well as specialized training in their field.
- The maximum entry age for positions covered under the special Law Enforcement Officer (LEO) retirement is 37 years old.
- Individuals must be appointed by the last day of the month in which the individual becomes age 37. Individuals who are past the maximum entry age limit, but previously served in a primary position, may be reinstated.
- This position is designated as a Primary LEO and the work requires frequent, direct contact in the detention of inmates convicted of offenses against the punitive articles of the Uniform Code of Military Justice.
- Regularly-assigned contacts with inmates expose the incumbent to daily stress and the threat of potentially dangerous situations such as verbal and/or physical attack by the inmate population.
- IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution.
- Personnel who enter the Military Corrections Complex (within or outside the fence line) consent to inspection of their person and property, including their vehicle.
- All confinement facility personnel shall have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
- Section 639 of Public Law 106-554 requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony.
- A valid driver's license is required.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Department of Defense Instruction, Number 1325.07 states all confinement facility personnel shall possess a high degree of maturity and emotional stability.

Specialized Experience for current or former Federal employees serving on a career or career conditional appointment: One year of specialized experience which includes evaluating incoming inmate material or mail for compliance with regulations and using automated systems to maintain inmate fund accounts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
Specialized Experience for other than current or former Federal employees: One year of specialized experience which includes as evaluating incoming inmate material and mail for compliance with regulations; using automated systems/databases to track court cases or inmate records and assisting with processing court ordered collections for inmates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
Time in Grade Requirement for current or former Federal employees serving on a career or career conditional appointment: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
