DUTIES / RESPONSBILITIES:
Minimum Qualifications of Education and Experience:
- High school diploma or GED.
- Minimum of eight (8) years in the building trades or building maintenance trade in tasks that include carpentry, plumbing, electrical repair, custodial and/or heating/cooling system maintenance.
- Minimum of two (2) years of experience supervising one or more employees, including seasonal staff.
- Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements.
- Under the direct supervision of the Facilities Supervisor, performs a variety of skilled and moderately difficult technical work for building facilities, public housing and grounds work surrounding those facilities. Assists the Facilities Supervisor/Project Manager with the execution of Capitol projects. Responsible for managing, assigning, and ensuring work orders are completed that come in on a daily basis. This position will also work closely with vendors and contractors to secure quotation(s) on work order and turnover work in line with HUD and City procurement policy as needed. This individual will also code invoices and receipts for materials and services tied to facilities work. Oversees and leads Facilities custodial staff as needed.

Duties / Responsibilities
Primary Essential Work Functions:
- Coordinates the performance of or performs building scheduled maintenance for complex mechanical systems, structural systems, general repairs, painting, and housekeeping at City Facilities and Public Housing Units.
- Assists the Facilities Maintenance Supervisor with creating and execution of equipment maintenance schedules and management of the division's records
- Oversees custodial functions for city owned and operated facilities.
- Provides operational direction for custodial staff.
- Provides an elevated level of customer service to all tenants of Facilities managed locations.
- Coordinates or safely performs the necessary repairs to all components of the buildings and sites.
- Identifies and coordinates or safely performs scheduled and non-scheduled maintenance on plumbing, electrical, HVAC, and building hardware equipment.
- Assists with the development of project procurement documents and contracts.
- Performance of complex problem solving to determine corrective repairs required for city facilities and public housing units.
- Uses or assists using automated systems for various building functions.
- Performs inspections of contract construction projects as assigned.
- Communicates or assists in communication with internal and external customers formally and informally through written correspondence; individual and group meetings; presentations; website updates; and telephone.
- Continue to perform core dues of Housing Maintenance Technician as needed.
- Performs physical and mental demands and work environment requirements for this position.
- Attendance during regularly scheduled work hours and outside regular hours as necessary.
- Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and community customers.
- Performs other related work as assigned or apparent.
Communicates With:
- Internally - All city employees, department building representatives, housing division of Community Development.
- Externally - Citizens, contractors, architechts/engineers, building tenants for leases spaces (HUD, DNR, Historical Society, Mankato EDA managed facilities), regulatory agency inspectors (MN Dept of Labor & Industry, Elevator inspectors, Boiler inspectors, etc.)

Conditions of Employment:
- Mobility to work around field constructions sites, climb ladders, and access aerial, buried and surface improvements and facilities for inspection and performance of tasks.
- Ability to work in confined spaces under all normal outdoor temperature conditions as well as in an office environment.
- Must possess a valid driver's license and be able to drive in the state of Minnesota.
- Satisfactory completion of fingerprinting, background examination, physical examination, and drug testing.
- Applicant must pass a Bureau of Criminal Apprehension (BCA) background check and successfully pass the required BCA Criminal Justice Information Services Security Awareness Training test.
- Must be able to work emergency overtime.
- Must be able to respond to callouts in thirty (30) minutes or less when on call
- Must register as an unlicensed maintenance electrician within twelve (12) months of employment
- Must meet expectations of the work functions and knowledge, skills, and abilities for the position.
- Must comply with organizational and departmental policies.
- Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.
- Safety Sensitive Notice This is a safety sensitive position which requires cannabis pre-employment drug testing. Safety sensitive position means a job in which an impairment caused by drug, alcohol, or cannabis usage would threaten the health and safety of any person.
This position will typically work Monday - Friday, 8:00 a.m. to 4:30 p.m. Evening, weekend and overtime hours may be required as necessary. Works in an on-call capacity on a rotating schedule.

- Vacation hours may be accrued to a maximum of 50 days or 400 hours.
- Hours are accrued incrementally each pay period.
- Vacation hours may be taken in 30-minute increments.

Health Insurance Coverage Through Blue Cross/Blue Shield of MN:
- Health insurance plans to choose from: $5,000 HDHP with an HSA, $3,400 HDHP with an HSA, $500 CMM, $100 CMM/Traditional Plan
- Single Coverage
- The City will contribute 95% of the premium for the IRS Minimum Embedded Deductible Plan.
- The City will contribute 100% of the premium for the alternative High-Deductible plan.
- For all other single coverage plan options, the City will contribute at the same premium rate as the IRS minimum embedded deductible plan.
- Dependent Coverage (Employee + Spouse, Employee + Children, or Family)

- The City will contribute 90% of the premium of each High-Deductible Plan option. All other plan options the City will contribute at the same premium rate as the IRS minimum embedded deductible plan.
- Employee Responsibility
- Employees are responsible for paying the remaining percentage of premiums, which will be deducted through payroll, on a bi-weekly basis.
- City contributions for union members will follow negotiated contract language.

Minnesota Paid Family Medical Leave is a benefit for employees to be able to have paid time off (with partial wage replacement) and job protection for employees who need to take leave for certain medical or family-care reasons. Premium rates for 2026 are .78% of gross earnings. This will be split 50/50. Employees will see a .39% of gross wages after tax deduction.

The City provides a term life insurance policy at no cost to the employee. (Face value is 125% of employee's base salary up to a maximum of face value of $50,000).
Retirement - PERA (Public Employees Retirement Association)

2. Employer and employee contribution rates vary depending on position.
3. May obtain refund of employee contribution on termination of service.
