The Opportunity

WSDOT is seeking a Transportation Engineer 4 to serve as an Assistant Bituminous Materials Engineer and support the supervision and daily operations of the Bituminous Materials Section at the State Materials Laboratory, including the Bituminous Mixtures, Liquid Asphalt, and Nuclear Electronics Laboratories. In this role, you will assist with staff oversight, laboratory operations, equipment management, accreditation compliance, and provides onsite technical leadership to ensure all testing is performed in accordance with American Association of State Highway and Transportation Officials (AASHTO), American Society for Testing and Materials (ASTM), Western Alliance for Quality Transportation Construction (WAQTC), and WSDOT standards. This position will serve as a subject matter expert for bituminous materials, including Hot Mix Asphalt mix designs, Performance Graded binders, and emulsified asphalts. Our top candidate will demonstrate strong technical expertise, leadership and mentoring skills, effective problem-solving abilities, and the capacity to manage laboratory operations, equipment, and quality assurance in a highly regulated environment.
What to Expect

The Bituminous Materials Section is part of the Construction Division State Materials Laboratory which provides materials testing, technical support and technology development for bituminous materials used by all Regions in the WSDOT construction program.
Among the varied range of responsibilities held within this role, the Assistant Bituminous Materials Engineer will:

  • Assist with supervision of the Bituminous Materials Section to ensure accurate, timely testing of materials and provide accurate test reports of materials in support of the WSDOT construction program.
  • Ensure that AASHTO resource materials proficiency samples are tested and reported out in an accurate and timely manner.
  • Assist with development of yearly and biennial budgets including FTE allocation, overtime, laboratory supplies, testing equipment maintenance and replacement costs, purchasing of new technology and testing equipment.
  • Communicate with laboratory supervisors on Direct Project Support (DPS) and Direct Project Charges (DPC) issues.
  • Report onsite, to the State Materials Laboratory to provide troubleshooting on laboratory testing issues, assist staff with materials samples and testing procedures, and ensure adherence to established standards.
  • Review test results prepared by employees for completeness, accuracy, and conformance to the standard test procedures.
  • Prepare test reports and communicate results with project offices and other customers.
  • Assume duties of the Bituminous Materials Engineer that can be delegated in their absence.
  • Actively participate in meetings and task groups with representatives from asphalt and asphalt paving industries to review and discuss changes to current design, testing, and methods of constructing pavements.
Qualifications

To be considered for this opportunity, the following are required:
  • Bituminous Materials Technical Expertise: Knowledge of the theories, principles, and practices related to bituminous materials testing and construction methods.
  • Supervisory and People Management Skills: Ability to effectively supervise staff, including coaching, training, mentoring, administering corrective action, and conducting ongoing performance evaluations.
  • Communication and Decision-Making: Ability to communicate clearly and effectively to support scheduling and planning activities, deliver presentations and training, and make and implement sound decisions.
  • Research and Standards Development: Ability to perform research and develop, evaluate, and implement new or revised materials standards.
  • Engineering Document Interpretation: Ability to read, interpret, and apply contract plans, special provisions, standard specifications, standard plans, and other engineering documents, with an understanding of both short- and long-term engineering implications of current and proposed standards.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.
It is preferred that qualified candidates also have:
  • Materials Testing and Evaluation Expertise: Demonstrated experience performing materials testing and evaluation of construction materials.
  • Laboratory Supervision and Management: Experience supervising personnel involved in materials testing and managing the operations of a materials testing laboratory.
  • Advanced Bituminous Materials Knowledge: Extensive knowledge of bituminous materials, including the ability to independently research, analyze, and apply findings to testing practices and standards.
In addition to the preferred competencies above, the following is also preferred:
  • A valid driver's license and the ability to operate state-owned vehicles.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
