Purpose of Classification

The purpose of this classification is to perform semi-skilled general trades work associated with maintenance and repair of city streets, sidewalks, parks, equipment, and related facilities.

Responsibilities and Reporting During an Emergency Situation:
Essential Employees
may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.
Non-Essential Employees will not be required to work during a declared emergency. The employee's Department Head will determine when the employee will be required to work.
Essential Functions

The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Performs routine groundskeeping and landscaping work
  • Performs duties related to tree and palm care, including pruning, removal, planting, health assessments and operations of related equipment.
  • Conducts inspections of streets to identify pests, fungus, poor cultural practices, and weed problems.
  • Trims and maintains trees, palms and other landscape materials throughout the city.
  • Recommends, installs, and maintains the irrigation systems.
  • Performs routine maintenance and repairs on streets, sidewalks, gutters, drains, curbs, and other infrastructure using a variety of hand tools and mechanized equipment.
  • Designs, fabricates and assembles traffic control signs and devices in accordance with established standards.
  • De-litter and pressure wash city streets, sidewalks, and medians as needed.
  • Break, remove, replace, and clean-up of asphalt and concrete surfaces, patching potholes, crack sealing, and other asphalt repairs.
  • Applies pesticides, irrigation, and other landscaping techniques.
  • Monitor for potential hazards and safety issues, and address as needed.
  • Troubleshoots power issues, replaces bulbs, and performs other maintenance and repair work on streetlights.
  • Drive and operate equipment such as dump trucks, air hammers, chain saws, concrete mixers, etc.
  • Performs standby duty and may be required to work after hours or on weekends in the event of an emergency.
  • Ensures that repairs, maintenance work, and operation of equipment, and systems are in compliance with applicable laws and regulations.
  • Assist in performing skilled, semi-skilled, and manual work functions involving electrical, plumbing, mechanical, and painting projects.
  • Perform various maintenance tasks such as repairing holes in concrete walkways, mixing/pouring cement, painting interior/exterior surfaces, installing/repairing fences and netting, or installing hurricane shutters.
  • Performs various welding work, which may include cutting metal or fabricating metal parts/components.
  • Performs various painting tasks, such as preparing surfaces for painting, sanding surfaces, pressure washing surfaces, applying paint to surfaces using brush or sprayer, repairing painted surfaces, removing graffiti, measuring paint projects, or moving/rearranging furniture.
  • Performs various general/manual work tasks associated with department/City projects, which may include installing appliances/equipment, moving furniture, climbing ladders, hanging holiday banners, digging holes/trenches, or lifting/moving heavy materials.
  • Operates a variety of machinery, equipment, and tools associated with departmentprojects,whichmayincludeautilityvehicle,lifttruck,electricallift, hydraulic lift, generator, compressor, drill, welding torch, welding machine, sander, pressure cleaner, paints prayer, adder, shovel, pick axe, saws, pipe cutter, plumbing wrench, vacuum cleaner, backflow valve tester, gauges, meters, carpentry tools, plumbing tools, electrician tools, painting tools, mechanic tools, and diagnostic instruments.
  • Performs general cleaning/maintenance tasks necessary to keep equipment and tools in operable condition, which may include inspecting equipment, checking/replacing fluids, greasing equipment, washing/cleaning equipment, cleaning project work areas, and cleaning shops; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.
  • Gathers necessary equipment, tools, parts, or supplies to conduct projects; initiates orders or new or replacement materials; transports, loads and unloads equipment and materials used in projects.
  • Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.
  • Prepare or completes various forms, reports, correspondence, logs, work orders, vehicle maintenance reports, warehouse reports, purchase requests, blanket reports, timecards, or other documents.
  • Communicates via telephone; provides information and assistance; takes and relays messages; responds to requests for service or assistance.
  • Communicate with supervisors, employees, other departments, vendors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Maintains a current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.

ADDITIONAL FUNCTIONS
  • Conducts various errands as needed, which may include picking up supplies/materials
  • Provides assistance or coverage to other employees as needed
  • Performs other related duties as required.

Minimum Qualifications

High school diploma or valid equivalent; and
Minimum two (2) years of recent experience in lawn and landscape maintenance, construction; and
Must possess (or able to obtain within fourteen (14) days of hire) and maintain a valid Florida driver's license; and
Must possess or obtain a 30-Hour OSHA General Industry Card within three (3) months of hire.

PREFERRED QUALIFICATIONS:
Minimum Qualifications for education and experience must be met before consideration of the following Preferred Qualifications:
Experience with maintenance and repairs of street
Three (3) years of recent experience in landscape maintenance, with demonstrated proficiency in all specialty areas to include: arbor care, irrigation, and fertilizer application.
Possess a FNGLA Certified Landscape Maintenance Technician certification

PHYSICAL AND SENSORY REQUIREMENTS/ENVIRONMENTAL FACTORS
Physical Ability: Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involves some combination of stooping, kneeling,
crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (up to 100 pounds).

Sensory Requirements: Tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, humidity, rain, fumes, temperature and noise extremes, bright/dim light, machinery, vibrations, electric currents, traffic hazards, toxic agents, disease, or pathogenic substances.

Health Insurance
