Summary

The Medical Instrument Technician (Echo) serves within the Nursing Interventional Service Line of the VA Southern Nevada Healthcare System. The VA Southern Nevada Healthcare System encompasses both inpatient and outpatient areas. Incumbent is responsible for all Echocardiograms, Stress Echos, Transesophageal Echo's, and contrast Imaging performed at the VA Southern Nevada Healthcare System.

Duties

Help

Duties to include but not limited to the following:

  • Advanced knowledge of complex and non-standard treatment and examination procedures and techniques.
  • Plans and assists in the establishment of a completely integrated treatment and examination program.
  • Knowledge of new products and equipment and make recommendations concerning developments which would improve operations.
  • Knowledge of common equipment settings and standardized procedures plus knowledge of common errors and corrective measures.
  • Performs diagnostic ultrasound examinations and echocardiographs.
  • Locates and records internal elements of the body (for example, organs, tissues, skeletal members), displays their position and function, and identifies any anomalies indicative of disease, injury, or other medically significant condition, from ultrasound imaging and simultaneous recordings of the Doppler.
  • Incorporates the causes and results of a variety of symptoms and conditions into a plan of ultrasonic diagnostic examination.
  • Identifies any exceptions to the expected outcome. Notify an appropriate health provider when immediate medical attention is necessary, based on procedural findings and patients' conditions. Upon assessment of the examination finding, recognize the need for an urgent ratherthan routine report and take appropriate action. Provide a written or oral summary of preliminary findings to the physician.
  • Changes and develops sounding techniques to accommodate such variables as limited patient mobility, variation in physical condition or dimension of patient, presence of prosthesis or foreign objects and ultrasonic response of different body parts.
  • Produces diagnostic quality images and Doppler frequency shift recordings using the M-mode, two-dimensional and Doppler ultrasound.
  • Operates diagnostic ultrasonic scanning equipment to produce cross sectional and two-dimensional pictures of internal organs and body structures used to diagnose diseases and other medical conditions.
  • Acts as a mentor or preceptor to equal or lower graded technicians. -
  • Acts as a preceptor or mentor in training echocardiography students, residents, fellows, physician assistants, and physicians.

Work Schedule: Monday - Friday (6:30AM- 3:00PM)

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Medical Instrument Technician (GI) must be proficient in spoken and written English as required by 38 U.S.C. 7403(f).


May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

The following is the standard grandfathering policy for all Title 38 Hybrid qualification standards. Some of these provisions may not apply to this occupation. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/ registration requirements that apply to this occupation. All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:

Such employees in an occupation that does not require a licensure/certification/registration, may be reassigned, promoted, or demoted within the occupation. Such employees in an occupation that requires a licensure/certification/registration, may be reassigned, promoted up to and including the full performance (journey) level, or demoted within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.

Such employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels.

Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.

Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

Grade Determinations: GS 08

Experience: At least 1 year of experience comparable to the next lower grade level (GS 07) which demonstrates the knowledge, skills, and abilities related to the duties of the position. Experiences to include but not limited to the following: performs a range of standard, but complex, echocardiographic examinations with responsibility for calibrating all instruments prior to the procedure, keeps an accurate record of tests, daily logs, and videotapes, maintains cidex logs.

Demonstrated Knowledge, Skills and Abilities: In addition, the candidate must demonstrate the following KSAs:

1. Ability to produce diagnostic quality images and Doppler frequency shift recordings using M-mode, two-dimensional, pulsed and continuous wave Doppler spectral display, and colorflow Doppler imaging.

2. Knowledge of normal echocardiographic findings and deviations produced by a wide variety of cardiovascular diseases.

3. Ability to perform complex procedures such as cardiac studies of the four chambers of the heart and valves using sector scanning techniques to detect stenotic and incompetent valves, chamber enlargement, and pericardial effusion and cardiovascular studies deriving pressure gradients across obstructed valves, etc.

4. Ability to perform complementary ultrasonic examinations (including noninvasive) transthoracic, Bubble studies and contrast echocardiography, (invasive) stress echocardiography, and transesophageal echocardiography.

5. Ability to adapt transducer positioning, instrument controls, and examination techniques to the individual patient being studied and the problem being evaluated including recognizing pertinent abnormalities and documenting abnormal findings.

The full performance level of this vacancy is GS 08.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles. Lifting and transportation of bulky supplies and equipment is required. Must be able to lift and transport large salt bags.
