Associate Governmental Program Analyst/Analyst II

Are you passionate about advancing equity and strengthening services for Deaf and Hard of Hearing (DHH) Californians? The Office of Deaf Access (ODA) at the California Department of Social Services (CDSS) is seeking an Associate Governmental Program Analyst (AGPA) with strong analytical skills and American Sign Language (ASL) proficiency. This role is ideal for someone who has experience in supporting program coordination, grant/contract oversight, community engagement, and serving as a resource to internal and external partners.
In this position, the AGPA acts as a primary liaison between CDSS and Deaf Access Program (DAP) contractors and grantees. You will support the development and administration of Requests for Proposals/Applications, contracts, grants, budget modifications, and amendments. You will also provide technical assistance to service providers, offering guidance on fiscal management, staffing, organizational structure, and service delivery. The AGPA conducts and documents on-site visits, reviews invoices and quarterly reports, evaluates program performance, and drafts corrective actions or recommendations when needed.
The AGPA also serves as a subject matter expert to other government agencies, community-based organizations, and the general public. You will represent ODA at community events, promote awareness of DHH issues, and support communication access using ASL. ASL bilingual skills are used regularly to collaborate with DAP directors, staff, community programs, and members of the public to ensure culturally and linguistically appropriate engagement.
In addition, the AGPA prepares written and verbal responses to inquiries from legislative offices, government entities, and community organizations. You will develop public education materials, maintain directories of DHH resources, and respond to questions related to deafness and hearing loss. The position also includes analyzing legislation that affects DHH communities or program operations, preparing testimony and budget materials, and contributing to policy and program development. The AGPA may lead or support larger ODA projects and provides administrative back-up in the manager's absence.
This role offers meaningful opportunities to improve statewide access for DHH individuals and to work on initiatives that support independence and equity. Telework may be available in accordance with CDSS policies, with occasional on-site days, meetings, or community event participation.

Working Conditions
• This position may be eligible for hybrid telework in accordance with CDSS Telework Policy and business needs.
• Work is performed in a professional office setting with frequent computer use, sitting, and occasional standing or walking.
• Travel may be required for meetings, trainings, and site visits.
• Regular interaction with staff, contractors, community partners, and the public, including individuals who are Deaf or Hard of Hearing.
• Occasional lifting of materials up to 25 pounds.
This position is eligible for hybrid work in accordance with the Governor's Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. The ODA has both internal and external programs based on Titles VI and VII of the Federal Civil Rights Act. The ODA is responsible for administrative supervision in the delivery of social services that enable deaf and hard of hearing persons to achieve social and economic independence and to overcome individual problems relating to the adjustment to deafness, communication barriers, personal and home management, vocational goals and effective participation in the mainstream of society.

SOQ Questions:
1. Describe your experience managing contracts or grants. Include how you monitored performance, reviewed deliverables or invoices, addressed compliance issues, and worked with service providers to resolve challenges.
2. Describe your experience working with Deaf or Hard of Hearing communities. Include examples of how you built relationships, ensured communication access and cultural responsiveness, or used ASL in a professional setting. Discuss any challenges you encountered and how you addressed them while supporting community needs and program goals.
3. Describe a time you prepared a complex analytical document-such as an issue paper, budget proposal, program evaluation, policy analysis, legislative analysis, or other report intended for leadership or external stakeholders. Explain the purpose of the document, the steps you took to develop it, and the outcome.

• Effective communication skills in both English and ASL, with ASL proficiency strongly preferred, including the ability to engage with Deaf and Hard of Hearing individuals, providers, and community partners.
• Excellent written and verbal communication skills, with experience preparing reports, program and policy summaries, legislative or budget materials, or responses to inquiries.
• Ability to represent a program at community events, trainings, outreach activities, or stakeholder meetings while building positive relationships.

• Strong organizational skills, with the ability to manage multiple assignments, adapt to changing priorities, and meet deadlines.
• Experience analyzing legislation, regulations, or policies and preparing recommendations or summaries.
• Experience supporting or leading projects, such as developing Requests for Proposals/Requests for Applications, program materials, or coordination efforts.
• Knowledge of, or willingness to learn, CDSS and Office of Deaf Access programs, civil rights requirements, and services for DHH communities.
• Proficiency with Microsoft Office Suite, MS Teams, SharePoint, and other tools used for tracking, collaboration, and reporting.
• Experience working effectively in team environments and contributing to shared problem-solving and program goals.
