Job Description

DEFINIATION AND DUTIES:

Under general supervision of the Treasurer, provides administrative support, assist with budgeting, accounts payable, accounts receivable. Prepares administrative correspondence and serves as confidential secretary to the Treasurer. Answer customer questions and perform tasks in Treasurer Property Tax and Accounting Departments.

Knowledge of:
  • State property tax law and administrative rules
  • Office production software with understanding of Excel, Power Point, Teams and Word
  • 10 key operations
  • Recordkeeping and filing systems.
  • Database management
  • Central purchasing tracking and storage systems.
  • Bookkeeping and accounting including annual budgeting, general ledger accounting, bank reconciliation, accounts payable, accounts receivable
  • Customer de-escalation and communication techniques.
  • English language to include grammar, spelling, sentence structure, vocabulary and proofreading skills
Ability to:
  • Maintain confidentiality and security of information
  • Represent Johson County and perform duties in a professional, responsible and trustworthy manner
  • Apply, and articulate departmental policies and procedures
  • Perform assigned tasks with a high degree of speed and accuracy
  • Be detail oriented and accurate when working with documents and information
  • Provide customer service that is courteous and responsive
  • Establish and maintain effective working relationships with elected officials, department heads, other county employees and members of the public
  • Communicate effectively both orally and in writing
  • Type 45 wpm accurately and use a computer for the purposes of data entry, spreadsheets, word processing, presentations, email, and Internet
  • Organize and prioritize multiple responsibilities
  • Handle moderate levels of stress and de-escalate situations on a routine basis
  • Work independently on projects and routine tasks
  • Draft professional level correspondence and experienced customer service
  • Perform abstracting and real estate research
  • Have clarity of speech and hearing which permits effective communication
  • Collect data, keep accurate records, and prepare specialized reports and assist with budget preparation
  • Have sufficient vision which permits high levels of production and review of a wide variety of materials in both electronic and hardcopy forms
  • Have sufficient manual dexterity to make handwritten notations and which permits moderate to heavy use of a keyboard and mouse
  • Stand, sit, walk, climb, bend, twist, and reach
  • Occasionally lift, carry, and/or move up to 25 pounds
  • Have sufficient personal mobility to complete duties at various worksites
  • Work a flexible schedule and overtime and weekend hours as needed
MINIUMUM EDUCATION, TRAINING AND EXPERIENCE

Bachelor degree finance, 2 in office administration, government service, bookkeeping or related field and three (3) years of government office or bookkeeping experience OR any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

Special Requirements: Must pass background check. Valid diver's license and insurable under Johnson County liability coverage. May require use of personal vehicle.

SPECIFIC DUTIES: to be performed satisfactorily with or without reasonable accommodation

The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required as assigned.
  • Assist in budget preparation and lead budget tracking
  • Provide daily reporting and updates on bank activity and balances.
  • Track and report on units of labor and services provided through the Treasurer's Office.
  • Compile production, attendance and quality control data in a manner to provide daily, weekly, monthly and annual tracking (mistake rate, office production, QA/QC, data to the board, customer roll)
  • Assist customers with escalated issues requiring complex research, diagnosis and communication
  • Maintain historical document and electronic data.
  • Draft and edit correspondence, executive summaries, memoranda, and other official communications for the Johnson County Treasurer's Office.
  • Provide administrative support to Treasurer and Treasurer deputies
  • Central purchasing agent and supply custodian for the Treasurer's Office
  • Assist developing modern systems for scanning, photocopying, filing and typing as the methodology and medium for such things evolve.
  • Assist preparing and processing confidential information
  • Participate in County Committees, training and educational opportunities and work-related meetings as requested
  • Perform external deliveries and pick up materials as directed by the Treasurer
  • Provides quality control functions as assigned by the Treasurer
  • Performs all work duties and activities in accordance with County and Office policies, procedures, and safety practices and if applicable.
  • Attends work regularly at the designated place and time.
