Why does the job exist?

Senior Business Operations Analyst will:
  • Collect and organizing Division of Health Improvement program information and performance data including, tracking, trending, reporting and analyzing data.
  • Prepare performance measure reports and presentations;
  • Participate and facilitate strategic planning and performance Improvement projects and other special projects;
  • Conduct research;
  • Draft and edit division policy and procedures and rulemaking process;
  • Lead and facilitate various special projects to benefit the division.
How does it get done?

Senior Business Operations Analyst is responsible for:
  • Using process analysis and improvement driven approaches;
  • Facilitating value stream mapping initiatives;
  • Working to identify areas for improvement;
  • Prioritizing needs and recommend projects;
  • Collecting performance data and creating and using data driven performance measures to inform the decision making process that will impact agency processes
  • Monitoring operations and budget;
  • Monitoring Health and safety of the New Mexico residents;
  • Development of key DOH policies and procedures to enhance operations and processes;
  • Providing regulatory oversight of healthcare facilities and community programs;
  • Conducting legislative analysis and various research and special projects for leadership.

Ideal Candidate

The ideal candidate has:
  • Excellent communication and writing skill with experience drafting policies, regulations, editing and proof reading;
  • Experience tracking and trending data, utilizing software such as Power BI, Tableau or other software to prepare reports;
  • Experience conducting quality improvement projects, including training as Six Sigma green or black belt preferred;
  • Experience working as a team player;
  • Excellent organizational skills;
  • Ability to be detail oriented;
  • Ability to work independently and with teams.


Minimum Qualification

Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must Possess and maintain a current Defensive driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

Work is performed in an office setting, utilizing a computer, and telecommunications equipment. Occasional travel may be required for meetings
