The Director of Transit Enforcement and Passenger Safety is responsible for all operational, planning and administrative functions, and overall supervision of all employees assigned to the Code Compliance and Security operations for MTS.
Application Review: Priority will be given to applications received by October 18, 2025. The position will remain open until filled.
EXAMPLES OF DUTIES:
Essential Functions
- Develops effective and humane deployment plans for Security and Code Compliance personnel for MTS and its contract operators as necessary.
- Oversees and manages the third-party security contract to ensure compliance and coordinates with the contract security management personnel.
- Ensures that training for all enforcement personnel utilizes current best practices in accordance to state and local laws
- Develops progressive training programs for both Security and Code Compliance (e.g., de-escalation tactics, diversity and inclusion, unconscious bias and other progressive enforcement tactics).
- Coordinates with the Chief Financial Officer for MTS revenue collection.
- Coordinates with the MTS Chief Operating Officers of the Rail and Bus Divisions relative to the security of passengers and employees on transit vehicles.
- Develops relevant procedures for all Security and Code Compliance elements compatible with law enforcement agencies and ensures that the procedures are up-to-date with regard to changes in federal, state, and local laws and regulations to assure conformance with transit security regulations.
- Maintains positive, cooperative relationships with local law enforcement agencies within the MTS jurisdiction.
- Assists local law enforcement agencies in the investigation of crimes or damage to facilities and property; and assists the San Diego County District Attorney, City Attorney, and local courts with the successful prosecution of crimes occurring on MTS property or MTS right of ways.
- Coordinates with other departments to develop relevant procedures and deployment plans for crowd control and all special event operations.
- Acts as a liaison with community groups in connection with operation of existing routes and in the planning of new services.
- Prepares oral and/or written reports within the areas of responsibility to executive management, the Board of Directors, the Public Security Committee and for other public forums under the direction of the Chief Executive Officer.
- Evaluates performance of personnel and takes appropriate steps to ensure compliance with the rules, regulations, policies and procedures of MTS.
- Develops and maintains crime/incident statistics, ridership counts, inspection levels, fare evasion, and a wide range of other associated categories relative to Code Compliance and Security activities.
- Performs other duties as assigned.
QUALIFICATIONS:
Knowledge, Skills and Abilities
Knowledge of or ability to learn MTS policies and regulations; ability to read, understand and apply MTS policies, regulations and union labor contracts; ability to write letters, memoranda and reports using clear, concise and grammatically correct English; ability to speak clearly, distinctly and effectively in person-to-person or small group situations using tact and diplomacy; ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel; ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions; skill in verifying the accuracy and completeness of forms and reports; knowledge of Microsoft Word and Excel and the ability to learn and use other software that MTS might have or acquire.
Physical Requirements
The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, reaching for overhead files and occasional lifting (must be able to lift up to 15 pounds). Must be able to operate a motor vehicle and perform tasks involving manual dexterity, such as use of a computer and 10-key. Work will at times require more than 8 hours per day or an irregular work week to perform the essential duties of the position. Duties will be performed in an office-type environment and in the field. Travel to external locations and agencies may be required.
Experience/Education/Certificates/License(s)
Must possess a bachelor's degree from an accredited college or university in criminal justice, public administration or a related field. Minimum of ten years of experience in a leadership position at a transportation agency or within law enforcement. Experience in designing and implementing effective policies and procedures to ensure fair and equitable enforcement practices. Must possess or have the ability to qualify for TSA Secret Clearance. Must possess and maintain a valid California driver's license.
GENERAL: Must satisfactorily pass all applicable examinations including, but not limited to, a pre-employment physical, drug screen and background check.
SALARY GRADE: Salary offers are based on factors such as the knowledge, skills, abilities, and relevant experience of the successful candidate, while taking into account internal equity, budget constraints, and other market factors. This position is in salary grade #17, which has a minimum of $170,169 and a maximum of $241,640. Salary grades are typically adjusted annually to ensure they remain market competitive.
