is a 1,936-bed multi-custody facility located five miles west of Aberdeen, on the southern Washington Coast. There are seven living units for medium and minimum long-term custody Incarcerated Individuals and a restrictive housing unit for maximum-custody Incarcerated Individuals. SCCC was Washington State's first tobacco-free facility for both staff and Incarcerated Individuals.

Duties

This position contributes to the Department's mission of improving public safety by providing expertise and technical assistance to ensure facility compliance with the Prison Rape Elimination Act (PREA) standards thereby enhancing the safety of employees, contractors, volunteers, incarcerated individuals and the public. This position is responsible for on-site assistance to the management and staff of Stafford Creek Corrections Center (SCCC) regarding the implementation of federal Department of Justice PREA Standards, audit preparation, and vulnerability assessments. This position serves as a liaison with the DOC PREA Unit.
Duties

Serve as the SCCC PREA Compliance Specialist and provide subject matter expertise and technical assistance regarding PREA compliance for the Facility.
• Consult with facility management to identify root causes of non-compliance and assist in the development of applicable plans to address them; implementation of policies; development of local procedures.
• Respond to inquiries and public disclosure requests;
• Ensure monthly checks of incarcerated individual phones are conducted to verify the PREA Hotline is functional.
• Monitor completion of PREA Risk Assessments (PRA's), PREA Vulnerability Assessments by Classification Counselors to ensure compliance within timeframes.
• Ensure facility considers ability to protect incarcerated individuals from sexual misconduct when planning substantial expansion or modification to existing buildings and/or installing/updating video monitoring systems, electronic surveillance systems or other monitoring technology.
• Maintain PREA audit folders, coordinate audit preparation, prepare audit documents, and corrective action plans as needed.
• Work with facility Training Manager to ensure employees responsible for completing PREA Risk Assessments have received required training; assist in development and implementation of PREA training as needed to address identified issues.
• Maintain current PREA information for incarcerated individuals and staff, including but not limited to orientation curriculum, reporting options, posters and brochures.
• Ensure annual meeting with Local Law Enforcement and Superintendent is completed and documented.
• Serve as a member of the PREA Response Team.

Manage PREA Investigations for the Facility
• Receive, assign and track completion of investigations for all PREA cases from DOC PREA Unit at Headquarters.
• Complete and submit the PREA Monthly Retaliation Monitoring Report to the Superintendent.
• Facilitate the local PREA Review Committee meetings to review all Investigations and complete appropriate documentation for substantiated, unsubstantiated, and unfounded cases.
• Work with facility IIU to ensure local law enforcement reports are completed
• Work with Health Care Manager to ensure Victim Services for incarcerated individuals are provided.
• Work with Human Resources and PREA Compliance Manager to ensure notifications are made in a timely manner.
• Serve as a resource for investigators, managers, and staff for PREA related questions.
• Ensure all documentation is present in completed investigation file for presentation to Superintendent.
• Complete all investigations assigned.

Manage housing protocols for the facility
• Ensure all housing protocols are completed within policy timeframes
• Manage the facility tracker and ensure approved accommodations are made
• Ensure staff responsible for making incarcerated individuals housing assignments have received appropriate training

Other duties as assigned.
Qualifications

Required qualifications:
Seven (7) years of experience in an adult or juvenile corrections facility performing security and/or counseling and/or casework duties, social services or closely related field.
- OR -
Satisfactory completion of two (2) years of college (60 semester or 90 quarter credits) from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) in one of the social services or in a closely related field, and five (5) years of experience in an adult or juvenile corrections facility performing security and/or counseling and/or casework duties, social services or closely related field.
- OR -
Bachelors degree in one of the social services or in a closely related field from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) and three (3) years of experience in an adult or juvenile corrections facility performing security and/or counseling and/or casework duties, social services or closely related field.
- OR -
Masters degree in one of the social services or in a closely related field from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) and two (2) years of experience in an adult or juvenile corrections facility performing security and/or counseling and/or casework duties, social services or closely related field.

Note: Corrections experience means that the focus of the work is dealing directly with incarcerated individuals a majority of the time.

Demonstrate competency in the following areas (competency may be gained through education, experience, or a combination of thereof):
• Knowledge of office procedures and practices, business management practices, communication and correspondence practice.
• Ability to skillfully operate a computer with the ability to use appropriate software programs, spreadsheets, schedules and other related programs.
• Ability to draft letters, memoranda and reports.
• Ability to work independently; read, write and interpret policies and procedures; communicate effectively both in writing and speech; work effectively with others.

Retirement and Deferred Compensation

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
