Overview: We are seeking an Program Analyst to assist with data entry and management for various existing Office of Head Start (OHS) and Office of Grants Management (OGM) management information systems including, systems to manage key grantee contact and performance data, funds planning systems, OHS monitoring systems, systems to process various grant award actions including funding, changes in scope and waivers of regulatory requirements, and various data management systems involving commercial off the shelf information technology applications such as relational databases and spreadsheets.
The Program Analyst must have experience in managing and analyzing data and utilizing various existing internal and external information technology applications and systems. The Program Analyst shall conduct both basic and complex data analysis to produce management information reports, written analytical reports, and presentations based on data analysis. The Program Analyst shall produce standardized document templates, mail merge files and other correspondence, and prepare and disseminate both individual and mass correspondence for distribution to recipients. The Program Analyst shall conduct analysis and make recommendations to improve the overall effectiveness and efficiency of Regional Office operations including quality assurance processes and modifications to improve the effectiveness of Regional Office internal work processes.
Location: 100% in-office for a collaborative office culture in Boston, MA.
Key Responsibilities/Duties:
- Knowledge of, and experience with, the Head Start program and the Federal grants life cycle.
- Utilize existing HHS electronic data management systems, as well as other information sources such as the community assessment, 9 self-assessment, risk management data, and historical performance data.
- Assist in collecting, aggregating, and analyzing various organizational, management, program, and financial characteristic and performance data at individual recipient, state, and regional levels. Utilize existing database and spreadsheet applications to support data collection, compilation, and analysis.
- Utilize existing electronic data systems to review and monitor the status of recipient issues including complaints, external inquiries, incidents, and special interest situations. Generate status and management reports and support the timely resolution of identified issues through active monitoring of issues and follow-up with appropriate staff.
- Use Microsoft Access or other software to build and maintain databases and spreadsheets and enter, update, and aggregate data.
- Expertise in computer software applications including GIS/Mapping, Smart Sheets, Microsoft Outlook, Word, Windows, Excel, PowerPoint, Access, and Microsoft Teams
- Experience and capacity to work effectively in ACF web-based systems such as Grant Solutions; Head Start Enterprise System (HSES); Office of Head Start Aligned Monitoring System; and Region 1 database and tracking systems as well as to suggest improvements where necessary and appropriate.
- Location: 100% in-office for a collaborative office culture in Boston, MA.
- A minimum of two (2) years demonstrated experience in data management, analysis, and development of reports.
- Demonstrated proficiency in utilizing a variety of web-based and commercial off the shelf data management software packages, including proficiency with Microsoft Office suite.
- Demonstrated ability to aggregate, analyze and present data gathered from multiple sources. Ability to identify strengths and risks based on analysis and recommend actions for quality improvement.
- Demonstrated ability to communicate clearly, both orally and in writing, and produce high quality written products such as memoranda, presentations, and correspondence.
- This position requires you to obtain/maintain a Public Trust Clearance. A government background investigation will be conducted on selected applicants to determine whether they qualify for access to classified information.
Compensation:
The pay range for this job is determined by various factors, including but not necessarily limited to location, responsibilities of the job, and alignment with market data. When determining a salary for this role, the following factors may be taken into consideration: contract-specific affordability, education, knowledge, skills, competencies and experience. The estimate displayed represents the salary range for this position and is just one component of ODRG's total compensation package for employees. It is not necessarily reflective of actual compensation that may be earned, nor a promise of any specific pay for any specific employee. The pay band for this position is $55-60k.
