Under general direction, the purpose of the position is to perform routine to moderately complex budgeting and administrative work according to generally accepted practices, established policies and procedures, departmental guidelines, and regulatory requirements applicable to the work. Employees in this job classification assist with managing contracts, invoices, purchase orders, purchasing cards, and preparing related documentation for Executive or Board review. The position supports the IT management team to develop, implement, analyze, and monitor budget operations within the IT department. This position works closely with various departments such as the Office of Management and Budget, Procurement, and Comptroller.

- Performs technical budget analysis work, reviewing and making recommendations on amounts requested for operating funds and capital outlay appropriations, according to generally accepted standard accounting principles, established procedures, departmental guidelines, and regulatory requirements applicable to the work.
- Assists the IT Director in review and evaluation of the annual operating budget, capital budget, and capital improvement plan; continuously monitors all department expenditures and revenues and makes budgetary recommendations.
- Prepares and analyzes various financial documentation regarding funds and budgets; reconciles internal reports and analyzes discrepancies against general ledger/job ledger accounts; prepares budget amendments, supplements, and transfers; performs a wide variety of account and budget management tasks.
- Prepares and analyzes various administrative documentation regarding procurement and contracts; prepares documents for County Manager approval; prepares agenda items for presentation to the Board.
- Monitors various revenue and expenses for departmental or unit accounts; ensures expenditure control and compliance with funding and reporting requirements, policy, and standard accounting procedures; monitors and reviews financial and account records and transaction activities for updating purposes and to ensure accuracy.
- Generates various weekly, monthly, and annual financial statements and/or budget to actual reports; prepares purchase requisitions for equipment, supplies, and professional services.
- Assists in planning, coordinating, and documenting special projects, new departmental procedures, standards of performance, contracts, statistical reports, etc.
- Performs accounts payable/receivable processing, recording, and reconciliation tasks, e.g., purchase requests, billings, vendor payments, fee collections, cash receipts, revenues, expenditures, and activity costs.
- Audits and reconciles monthly County Procurement Card transactions for P-card users within the assigned department.
- Maintain confidentiality of information in the performance of job duties.
- Performs duties as assigned/necessary, which are related or logical in assignment to the position.
- Provides assistance to the IT Director in relation to departmental operations, policies, and programs.
Education: Bachelor's Degree in Business, Public Administration, Accounting, Finance, or other related field.
Experience: Two (2) years of responsible experience in budget, finance, or accounting; or an equivalent combination of education, training, and experience.
Miscellaneous: Must possess and maintain a valid Florida driver's license.
Knowledge, Skills and Abilities
- Considerable knowledge of generally accepted standard accounting principles, established procedures, departmental guidelines, and regulatory requirements applicable to the work.
- Knowledge of the application of statistical concepts and methods as applied to the analyses of budget management, accounting and revenue projecting.
- Current knowledge of industry, regulatory, and legislative developments affecting budgeting, accounting, and financial reporting functions to ensure application to areas of responsibility.
- Thorough knowledge of basic bookkeeping and general accounting principles and techniques.
- Skill in performing moderately complex mathematical computations and tabulations accurately and efficiently; intermediate level business mathematics, including addition, subtraction, multiplication, division, percentages, and decimals.
- Ability to utilize personal computers, standard office equipment, and standard software applications.
- Advanced knowledge of Microsoft Office applications, specifically Microsoft Excel and Word.
- Strong ability to communicate clearly and professionally, both verbally and in writing.
- Ability to organize work, prioritize, meet established deadlines, and follow up on assignments with minimum direction.
- Ability to interpret a variety of instructions in written, oral, or schedule form.
- Ability to establish and maintain effective working relationships and communications with co-workers, department management, businesses and other fiscal organizations.

Employee Health Center
The County provides a private health center for County Employees and eligible dependents. The Employee Health Center offers an array of primary care services, including sick visits, enhanced by x-ray services, pulmonary tests, lab work, and a dispensary offering over 200 generic medications onsite. Services at the Health Center are offered at no cost to the employees and their eligible dependents.
Employees who are enrolled on the County's Medical plan have access to the Employee Health Center on day one of employment. The Health Center is available to patients 8 years of age and older.
