This position is located in the D.C. Department of Corrections (DOC), Facilities Maintenance Division. The mission of DOC is to ensure public safety for citizens of the District of Columbia by providing an orderly, safe, secure, and humane environment for the confinement of pretrial detainees and sentenced inmates, while providing meaningful opportunities for community reintegration. The incumbent is responsible for the modification of utility, supply, and disposal systems, complex installation, repair, and maintenance of plumbing fixtures, hot water, cold water, and sewage. In addition, the incumbent is responsible for the completion of guiding the workforce and on-the-job training to inmate workers, as necessary, as well as ensuring security in the performance of the work assigned.
Duties and Responsibilities
Performs specialized work assignments related to the installation, repair, and maintenance of supply and disposal systems. Reviews and works from building plans, blueprints, work orders, drawing/sketches, layout work, and personally performs the repair and maintenance of steam lines and plumbing lines/fixtures throughout DOC. Plans and ensures the proper slant, slope, fall, or level of installation to provide for proper flow, drainage, and sanitary operating conditions and to prevent backflow, vacuum, or air lock conditions. Troubleshoots various plumbing systems and equipment, including backflow prevention devices such as reduced pressure principal devices, double check devices, atmospheric vacuum breakers and other cross connection devices. Performs the installation and maintenance on return pipes and hot and cold-water lines; the laying and connecting of water and sewage lines; the installation of new and repaired plumbing and heating equipment, e.g., pressure reducing valves, make-up water and blow-down tanks, toilets and wash bowls, scullery sinks, traps, valves, pumps and a variety of oil and gas appliances.
Installs and periodically checks the fire system's automatic sprinkler control gages, ensuring maintenance of adequate water pressure and removal of water from air lines. Corrects defects in systems by replacing plugs or entire sprinkler heads, loosening, tightening, or adjusting valves, and replacing damaged parts or sections. Provides on-the-job training to inmate workers. Monitors the work of inmate workers including, but not limited to, packing valves, repairing or replacing gaskets, packing, repairing, or replacing expansion joints, repairing and maintaining numerous circulating pumps ranging from ¾ to 8, and monitoring the repair and cleaning of several hot water storage tanks ranging in size from 200 to 1000 gallons. Ensures compliance with all safety rules and regulations by providing orientation and on-the-job safety training; enforces use of protective equipment; investigates and reports all accidents and injuries.
Qualifications and Education
ABILITY TO DO THE WORK OF THE POSITION WITHOUT MORE THAN NORMAL SUPERVISION.
Knowledge of Equipment Assembly, Installation, and Repair.
Ability to Interpret Instructions and Specifications, etc. (includes blueprint reading).
Measurement and Layout.
Ability To Use and Maintain Tools and Equipment.
Licenses and Certification
Incumbent must possess and maintain a valid Journeyman or Master Plumber license in the District of Columbia during employment.
Incumbent must possess and maintain a valid Driver's License during employment.
Working Conditions
Most of the work is performed in a correctional institution with and around inmates. Adherence to institutional safety and prevention guidelines is required. Incumbent is frequently called upon to work in excavations under adverse conditions, e.g., wet, muddy, cold, or in closely cramped areas with extremely high temperatures, e.g., subject to severe burns and scalding, mashed fingers and hands, and injuries resulting from falling or rolling pipes.

Collective Bargaining Unit: This position is in the collective bargaining unit represented by the Fraternal Order of Police.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability Safety Sensitive. The incumbent must be able to pass a criminal background check; therefore, you may be required to provide information about your criminal history in order to be appointment to this position. You will be subject to drug and alcohol testing in accordance with the Department of Corrections Mandatory Drug and Alcohol Testing. In this position, you may be disqualified from employment based on the presence of marijuana in test results, even if you possess a medical card authorizing the use of medical marijuana.
Essential or Emergency Designation: This position has been designated as an Essential position under the provisions of District Personnel Manual Chapter 12. As such, individuals in this position may be required in emergency situations to perform crucial duties that are vital to the continuity of medical facilities, public safety, emergency services, and/or other crucial operations. These duties may be performed when the government is closed or when most employees are dismissed early. Employees designated as essential shall be required to be at work regardless of the emergency situation declared. Incumbent is subject to recall at any time, required to work rotating shifts and weekends, and is subject to 24-hour on-call appropriate in a correctional facility and the public interest to release most employees from duty.
A TB Test is required prior to entry on duty.
