I. Purpose of Job

Performs maintenance operations and repair activities for the clean water facility and the water treatment facility of the Water Management Department, while providing assistance to the Service Division Maintenance Technicians as needed.

II. Essential Job Duties

A. Facility Maintenance

  • Self-perform all scheduled monthly preventative maintenance on pumps (grease, seals, etc.), process equipment, odor controls, solids processing equipment, and general mechanical equipment in the treatment facilities.
  • Calibrate various equipment including scales for chemical feeds and laboratory equipment (pH, ORP, DO, oxidant monitor, etc.).
  • Perform grounds-keeping activities at facilities.
  • Track maintenance supplies and inventory and provide recommendations to Supervisor for procurement.
  • Read and comprehend building and equipment drawings as they relate to facility maintenance.
  • Review and comprehend SCADA monitoring data.
  • Perform necessary testing and routine inspections on operational equipment and recommend solutions.
  • Makes rounds to inspect plant and performs routine tasks such as greasing equipment, odor control acid wash, and checking methanol system.
III. Other Job Duties

Performs other related duties and responsibilities to assist other employees in the department as needed or as assigned, including:
  • Willingness to learn various specialty process equipment for inspection & maintenance (i.e. membranes, UV disinfection, thermal hydrolysis, boiler and combined heat and power engine, etc.).
  • On-Call Designation: This position is considered an On-Call eligible position and rotation on an On-Call team is required.
IV. Primary Job Challenges

Primary challenges of this position includes performing as part of the maintenance team for the Department in keeping all facilities in operable condition.

V. Equipment Operated

Operates equipment including service truck, crane truck, skid steer, tractor, air compressor, and pneumatic tools to perform maintenance activities. Microsoft Office products, tablets, and other office equipment such as printers.

VI. Key Competencies Required

Job Content Knowledge: Has thorough knowledge of the policies, procedures, and activities of the City and water and sewer line installation and repair practices as they pertain to the performance of duties relating to the position. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department. Is knowledgeable and proficient with computers. Basic electrical knowledge (identify feeds, rewire pumps, etc.). Basic knowledge of PLC operation and functionality. Knowledge of all policies, rules and regulations including, but not limited to, the City of Franklin Employee Handbook, TOSHA Safety and Confined-Space Program, etc.

Language Skills: Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Write routine reports and correspondence. Speak effectively before groups of customers or employees of organization.

Mathematical Skills: Add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Skills: Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. In decision making, some choices are known while others may need to be identified. Some reliance on precedent. Interpret a variety of complex instructions furnished in written, oral, diagram, or schedule form.

Teamwork: Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. Anticipates need of others for information about job tasks and work environment and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate.

VII. Physical Demands and Work Environment

Physical Demands: Performance of the essential duties of this job requires the incumbent to:
  • Must remain in a stationary position 50% of the time.
  • Regularly move around different worksites.
  • Constantly operates equipment or machinery such as blowers, pressure washers, backpack blowers, backhoe, track hoe, small dump truck, asphalt roller, rubber tire frontend loader, tractor mower, bush hog, bobcat, chipper, jackhammer, tapping machine and underground piercing tools.
  • Frequently positions self to maintain work area and items needed to complete daily tasks.
  • Regularly communicates information and ideas so others will understand. Must exchange accurate information in these situations.
  • Occasionally ascends/descends ladders.
  • Regularly moves/transports up to 50 pounds.
  • Occasionally moves/transports up to 100 pounds.
Work Environment: Performance of the essential duties of this job requires:
  • Occasional exposure to wet or humid conditions (non-weather).
  • Occasional exposure to fumes or airborne particles
  • Frequent exposure to outdoor weather conditions


The work environment is very loud (examples: jack hammer work, front row at rock concert)

Minimum Requirements

VIII. Qualifications

Education and Experience:

The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through obtaining a HS diploma or equivalent, and a one-year certificate from a college or technical school; or three to five years related experience, or an equivalent combination of education and experience.

Required Certifications/Licenses:

Valid Driver's License

Site Specific Boiler Certification obtained withing 1 year of hire date and maintained throughout employment.
