Title: Contract Specialist – Levels I, II, and III

Work Schedule: 8 am - 5 pm
Work Day: Monday – Friday
Our organization is seeking highly skilled and motivated Contract Specialists at multiple levels to provide comprehensive acquisition support services. These roles are critical to ensuring the compliant, efficient, and effective procurement of goods and services in support of our vital mission. Successful candidates will join a dynamic team and be responsible for a full range of pre-award and post-award functions, with opportunities for specialization at the senior level.
Position Summary: Contract Specialists are responsible for providing end-to-end acquisition support, including acquisition planning, solicitation preparation, market research, source selection, contract administration, cost/price analysis, and contract close-out. Depending on the level, responsibilities will range from foundational support tasks to leading the most complex and high-value acquisitions.
Core Responsibilities (Across all levels, with increasing complexity and autonomy):
- Conduct acquisition planning, market research, and analysis.
- Prepare and review solicitation documents (e.g., RFPs, RFQs, IFBs).
- Develop source selection evaluation plans and documentation.
- Perform cost/price analysis and develop supporting reports and analytics.
- Administer contracts, including managing terms, conditions, and performance.
- Prepare contract modifications, termination documents, and close-out documents.
- Ensure strict adherence to the Federal Acquisition Regulation (FAR), Veterans Affairs Acquisition Regulation (VAAR), and all other applicable regulations and policies.
Levels, Minimum Qualifications, and Experience:
- Junior Contract Specialist
- General Experience:A minimum of two (2) years of federal contracting experience working on government acquisitions within the last five (5) years.
- Education:Bachelor's degree from an accredited institution (may be substituted with additional experience as permitted).
- Knowledge:Foundational knowledge of the FAR and the federal acquisition lifecycle.
- Resume Must Reflect:Documented experience in pre- and/or post-award acquisition processes and related training/certifications.
- Mid-Level Contract Specialist
- General Experience:A minimum of three (3) years of relevant federal contracting experience within the last five (5) years.
- Education:Bachelor's degree from an accredited institution.
- Knowledge:Demonstrated ability to independently apply the FAR, VAAR, and other applicable regulations.
- Resume Must Reflect:Documented, hands-on experience in both pre- and post-award acquisition processes and related training/certifications (e.g., FAC-C Level I/II or DAWIA Level I/II).
- Senior Contract Specialist
- General Experience:A minimum of five (5) years of relevant federal contracting experience within the last seven (7) years.
- Education:Bachelor's degree from an accredited institution.
- Certification:Mandatory possession of a current DAWIA Contracting Certification (Level II/III) or FAC-C (Level II/III) or equivalent.
- Knowledge:Extensive, expert-level knowledge and application of the FAR, VAAR, and agency policies.
- Resume Must Reflect:Documented, expert-level experience managing complex acquisitions through the full lifecycle.
Senior Level Specialized Experience Requirements: Candidates for the Senior level must also meet the requirements for at least one of the following specializations:
- Construction/Architect-Engineering (A-E):
- 3 years of experience developing A-E solicitations and administering A-E contracts/modifications.
- 3 years of experience developing construction solicitations and administering construction contracts/modifications.
- Expertise with FAR Parts 14, 15, 36, and 43.
- Complex Service Contracts (e.g., Health Care):
- In-depth knowledge of FAR Parts 13 and 15.
- Familiarity with medical language.
- 5 years of experience developing complex service solicitations and administering complex service contracts and modifications.
- Leasing and Specialized Agreements:
- Expertise in Real Property Leasing, utilities contracts, interagency agreements, and other non-medical agreements.
- Knowledge of procedures in the FAR, VAAR, GSAM, GSAR, and public laws.
- Mandatory possession of a current DAWIA or FAC-C certification.
