Positions assigned to this class supervise, manage, and lead the activities and operations of assigned division(s) and are responsible for financial and personnel responsibilities within the department. Incumbents perform professional-level work and are heavily involved in goal setting and policy making alongside the department director and are able to explain/interpret policy to other employees in the Finance Department and to employees in various city departments. This includes overseeing various financial functions, acting as a backup to the Finance Director, and coordinating efforts across different departments.
Essential Duties
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the City's needs.
- Plan, direct, and oversee assigned area(s) in Finance.
- Supervise, direct, and evaluate assigned staff, process employee concerns and problems; direct work; counsel, discipline, and complete employee performance appraisals; interview and select new employees.
- Assist with the preparation of the Comprehensive Annual Financial Report (CAFR); organize annual, single, special, and internal audits. Implement new Government Accounting Standards Board (GASB) as issued.
- Organize, prioritize, and assign work; monitor status of work in progress and review completed work; confer with assigned staff, assist with complex/problem situations; provide technical expertise; coordinate staff development and training activities.
- Communicate with applicable stakeholders as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give financial direction.
- Oversight of projects and programs which may include the annual preparation of the Annual Comprehensive Financial Report (ACFR) to ensure compliance with the Governmental Accounting Standards Board (GASB) statements; investment portfolio; coordinate with Information Technology to troubleshoot and maintain the city's financial software; preparation of single audit and state expenditure limitation reports; budget; grants.
- Respond to requests for information; respond to sensitive inquiries and concerns; resolve the most complex issues, often in collaboration with the Finance Director; provide advice and counsel as needed.
- Collaborate with the Finance Director in the development and implementation of department financial plans, goals, and objectives; evaluate efficiency and effectiveness of operations, services, procedures, and use of resources; recommend and/or implement modifications or improvements as needed.
- Prepare, review, approve, complete, process, or retain various forms, reports, correspondence, performance evaluations, invoices, budget reports, financial records, contracts, codes, ordinances, policies, procedures, manuals, reference materials, or other documentation.
- Serve on committees, attend meetings, and make presentations as needed.
- Assume the duties and responsibilities of the director in their absence.
- Performs related work as assigned.
- Support the city's policies, goals, and objectives and work with management and other staff to ethically achieve such goals and objectives; ensure compliance with safety procedures.
Minimum Qualifications
Education and Experience
Graduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with a bachelor's degree in finance, accounting, business administration, or related field, and five (5) years paid full-time experience in accounting and finance including prior governmental finance experience in single audit reporting, preparation of ACFR, and investment management, three (3) of which included supervision; or an equivalent combination of education and experience.
Certified Government Financial Manager (CGFM), Certified Public Finance Officer (CPFO), or Certified Public Accountant (CPA) preferred.

- Federal, state, and local laws, and regulations applicable to governmental accounting.
- Accounting principles, policies, procedures, and methods, including Government Finance Officers Association (GFOA), Generally Accepted Accounting Principles (GAAP), and Governmental Accounting Standards Board (GASB); tax coding and tax treatment.
- Budgeting and municipal finance.
- Principles, methods, objectives, and practices of municipal finance and accounting systems.
- Principles and practices of effective leadership, supervision, and training.
- Supervising and leading staff.
- Establishing and maintaining cooperative working relationships with vendors, coworkers, and other individuals in contact during the course of work; communicating clearly and concisely.
- Operating a personal computer utilizing standard software such as Microsoft Office and specialized software; functioning standard office equipment; proficient typing, and data entry.
- Solving problems and proposing sound decisions.
- Interpreting and applying Finance principles, methods and practices;
- Addressing large groups of people; planning and implementing goals, policies and procedures.
- Assessing and prioritizing multiple tasks and demands.
Candidates who are selected for appointment may be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver's license to operate a vehicle in Arizona or meet the transportation needs of the position.
Physical Demands and Work Environment
Work is performed in a standard office environment. May require frequent sitting and continuous operation of a personal computer. May be required to perform a full range of motion with lifting and/or carrying items weighing up to 25 pounds.
