JOIN OUR TEAM AS A SR. PLANNER
Pasco County Planning and Development department is currently seeking a Sr. Planner to join the team The role of Sr. Planner involves advanced and responsible professional planning work of complex specialized projects and studies with a minimum of supervision.
Essential Job Functions

The SR. Planner supports the Metropolitan Planning Organization (MPO) by overseeing activities related to the development and implementation of key transportation planning documents, including the Long-Range Transportation Plan (LRTP), Transportation Improvement Program (TIP), and Unified Planning Work Program (UPWP). This role involves coordinating with planners, consultants, and partner agencies to prepare plan elements, amendments, and special studies; analyzing multimodal transportation, land use, and demographic data to inform project prioritization and policy direction; and ensuring compliance with federal, state, and regional planning requirements. The Senior Planner engages with local governments, transit agencies, and community stakeholders to develop and monitor regional transportation initiatives, such as corridor studies, congestion management, freight planning, safety action plans, and bicycle/pedestrian programs. The position also prepares and delivers presentations to the MPO Board, advisory committees (TAC, CAC, BPAC, TDCB), and civic groups; interprets and communicates relevant planning regulations; and oversees the work of subordinates or consultants as needed. A specialty area of focus, such as transit planning, active transportation, or freight, may be assigned based on MPO priorities. Performs other related duties as required.
Project Management: Provides quality assurance/quality control activities for Department-produced planning documents. Utilizing appropriate measurements and analysis to track progress and define success. Identifying opportunities and solutions for process improvement. Supports Executive Planner with resource leveling, program execution, financial balancing, and contract management.
Knowledge, Skills and Abilities

  • Knowledge of the principles and accepted practices of metropolitan transportation planning, including the federal and state regulatory framework for MPOs.
  • Familiarity with the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA)planning requirements, including the Unified Planning Work Program (UPWP), Transportation Improvement Program (TIP), and Long Range Transportation Plan (LRTP).
  • Knowledge in the collection, analysis, and visualization of multimodal transportation data, including traffic modeling, transit ridership, safety data, and active transportation (bike/pedestrian) trends.
  • Ability to prepare and present technical reports, planning studies, and recommendations to MPO boards, committees, local governments, and the public in a clear and concise manner.
  • Strong organizational and communication skills to plan, coordinate, and lead MPO planning efforts, including managing consultant teams and cross jurisdictional projects.
  • Ability to maintain effective working relationships with MPO Board members, local governments, FDOT, transit agencies, regional planning councils, community officials, and the public.

MPO Committee Involvement:
  • Regular participation in and support for MPO committees, including: Technical Advisory Committee (TAC), Citizen Advisory Committee (CAC), Bicycle/Pedestrian Advisory Committee (BPAC), Transportation Disadvantaged Coordinating Board (TDCB), and Metropolitan Planning Organization Board (support role).
Minimum Requirements
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Master's Degree in urban planning or a related field and four (4) years of professional experience in urban planning, urban design and/or economic development. Experience in planning, programming and processing applications for large scale projects and area plans. Specialties in experience may be focused in Comprehensive Planning, Urban Design and Transit Oriented Design, and/or Economic Development and Redevelopment. Proficiency in personal computer use, including GIS, transportation modeling software, and presentation tools. Experience engaging with civic organizations, technical advisory committees, and citizen advisory committees to gather input and build consensus.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. AICP preferred.
