Job Objective & Safety/Security Sensitive Designation
SAFETY/SECURITY SENSITIVE DESIGNATION & JOB OBJECTIVE
This position is designated as a safety/security sensitive position and is subject to random drug and alcohol screening.
JOB OBJECTIVE: To perform tire repair and related maintenance services and responds to road service calls to various locations to repair and replace flat tires on City of Little Rock fleet vehicles and equipment to include dozers, excavators, forklifts and trailers for the Department of Fleet Services.
Essential Functions
ESSENTIAL FUNCTIONS & SUPERVISORY RESPONSIBILITIES
- Performs tire repair and related maintenance services and responds to road service calls to various locations to repair and replace flat tires on City of Little Rock fleet vehicles and equipment to include dozers, excavators, forklifts and trailers for the Department of Fleet Services.
- Performs road service calls to various locations in response to emergency calls and changes and repairs flat tires on disabled vehicles and equipment; notifies supervisor of unusual situations or when repairs cannot be made.
- Inspects tires to locate leaks or punctures; determines if repair or replacement of tire is necessary due to the severity of damage and makes appropriate repairs utilizing patches or plugs or changes tires; resets computerized tire sensors; recycles used tires in compliance with established Departmental policies, procedures and guidelines.
- Measures tread depth on tires to ensure minimum depth requirements and identifies potential tire-related issues and problems; mounts, dismounts, installs, balances, repairs, and maintains tires for various classes of fleet vehicles and equipment in compliance with industry tire standards and Departmental policies and procedures; identifies possible tire and wheel abuse and notifies supervisor; notifies supervisor when tire wear or related issues suggest other mechanical problems.
- Operates and maintains diagnostic equipment, hand/power tools, tire changing machines, balancing equipment and other specialized tools and equipment in the performance of essential job functions; notifies supervisor of equipment malfunctions and related tool maintenance needs.
- Provides lead working supervision to Tire Worker(s).
- Completes work orders by entering data in computerized fleet management software system relative to services performed to include tires replaced, repaired, and amount of materials used.
- Provides assistance to other Department of Fleet Services personnel with preventative maintenance services of fleet vehicles and equipment to include checking engine fluid levels, filters and other related activities.
- Operates vehicles and equipment to be repaired to identify and diagnose tire problems as necessary.
- Maintains inventory of tires and related items; notifies Fleet Acquisition and Inventory Manager when inventory is low and items need to be ordered.
- Operates a City pool automobile in the performance of essential job functions.
Minimum Qualifications, Additional Requirements and Supervisory Responsibilities
MINIMUM QUALIFICATIONS & ADDITIONAL REQUIREMENTS
These knowledge, skills, and abilities are usually, although not always, acquired through completion of grade school or vocational technical school and three (3) years of experience in the repair and maintenance of tires of various vehicle types, including heavy equipment, truck and automobile or related area; one (1) year of personal computer experience and one (1) year of lead working experience. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENT:
- Must possess a valid Arkansas Class D (Non- Commercial Vehicle) Driver's License within before employment and maintain licensure for the duration of employment in this position.
- Must be available to work evenings, weekends, holidays, during inclement weather and during emergency situations as required.
- Must be available to work nights and respond to emergency calls as required.
This classification is eligible for career ladder progression from a Tire and Lubrication Technician I to a Tire and Lubrication Technician II after three (3) years of experience as a Tire and Lubrication Technician I.

- Skill in the operation of a computer.
- Skill in the operation of an automatic transmission automobile.
- Skill in the use of tire and wheel repair and maintenance tools and related equipment.
- Ability to balance tires utilizing an electronic balancing machine.
- Ability to repair, dismount, remount and inflate tires on various fleet vehicle and equipment.
- Ability to inspect tires to locate leaks and punctures.
- Ability to assess damage to tires and make appropriate repairs.
- Ability to measure tread depth on tires.
- Ability to provide lead working supervision to assigned personnel.
- Ability to maintain inventory of tires and related equipment.
- Ability to learn to identify tire wear characteristics or issues that suggest other mechanical problems.
- Ability to keep accurate records and complete work orders.

Non-Uniformed Union Eligible Full-Time Employees
Health Insurance (medical, dental, vision) -The City pays a portion of the total cost of employee only health insurance. Coverage for an employee's dependents is available at the employee's option; the City pays part of the cost of this additional coverage.
Life Insurance - The City pays the total cost of employee life insurance. Amount of coverage is one to three times salary, based on job classification.
Accidental Death and Dismemberment (AD&D) - The City pays the total cost for employee AD&D. Amount of coverage is one times salary.
Long-Term Disability - The City pays the total cost of long-term disability insurance. Amount of coverage is 60% of salary.
Retirement - Our 401a pension plan requires contributions by both the City and the employee.
Vacation
Regular, full-time employees shall earn vacation Leave at the following rate:

Vacation may be accumulated; however, a maximum of thirty (30) days may be carried over to the next year.
Discretionary Days
Regular, full-time employees receive three (3) discretionary Leave days each calendar year. Discretionary days for new employees are prorated as follows:

Discretionary days will not be carried over to the next calendar year.
Sick Leave
Regular, full-time employees earn sick Leave from the first day of employment at the rate of twelve (12) days per year with a maximum accrual of 125 days.
Sick Leave may be used for personal illness or injury, medical, dental, and optical examinations, and pregnancy or any related disabilities.
Sick Leave may be used for members of the employee's immediate family (spouse and children). Procedures vary by employee group. Employees in non-union-eligible classifications should consult the Administrative Personnel Policy and Procedure Manual to obtain information about family sick Leave. Employees in union-eligible classifications should consult the AFSCME Statement of Agreement and/or their union stewards.
Funeral Leave
Regular, full-time, non-probationary employees shall receive up to three (3) days (four (4) for out-of-state funerals) with pay to handle necessary funeral arrangements or related business for a death in their immediate family. Immediate family shall be defined as mother, father, brother, sister, son, daughter, grandparents, grandchildren, son-in-law, daughter-in-law, spouse, or spouse's immediate family.
Longevity Pay
Longevity pay will be paid at the rate of $3 for each year of service up to and including the fifth (5th) year and $6 per month for each year of service beginning at six (6) years and for each year of service thereafter.
