The Opportunity
Help shape the future of talent effectiveness at USAA. As a Senior Talent Program Manager, you will play a key role in the design, delivery, and evolution of our enterprise-wide performance and potential management strategies. Your leadership will drive outcomes that enhance talent effectiveness, foster growth, and promote a culture of accountability. This pivotal position within the Talent Delivery & Governance team ensures that our performance and potential practices are compliant, inclusive, and integrated across our talent ecosystem.
This role requires a comprehensive understanding of learning and talent processes, compliance standards, and expertise in Workday and product management best practices. By leveraging your knowledge, you will create innovative solutions that enhance the employee experience, streamline HR operations, and align with business objectives for a significant positive impact on the organization. We offer a flexible work environment, requiring individuals to be in the office 4 days per week. This position will be based in San Antonio TX, Plano TX, Charlotte NC, Tampa FL, Colorado Springs CO, Chesapeake VA, or Phoenix AZ.
Relocation assistance is available for this position.
What you'll do:
- Define and maintain program strategies that align with organizational goals while managing associated risks and complexities.
- Provide insights and recommendations for multi-year business plans to deliver capabilities and define execution strategies that reduce risk and add value early.
- Facilitate meetings with executive management to determine solutions and delivery pathways.
- Prepare reports for stakeholders providing status updates, including risk identification and issue tracking.
- Conduct analyses and root cause investigations to develop key work products and recommendations.
- Negotiate agreements, resolve disputes, and manage stakeholder expectations effectively.
- Align program demand and capacity by negotiating trade-offs with IT and business teams throughout program development.
- Adhere to the established EPMO processes, procedures, controls, and governance standards.
- Drive change adoption and sustainment within the organization per USAA's Change Management methodology.
- Identify and control risks associated with business activities in compliance with policies and procedures.
What you have:
- Bachelor's degree; OR 4 years of related experience may substitute for degree.
- 6 years of project and program management experience, including defining new programs or managing large-scale projects.
- Proficient experience in project, program, or portfolio management principles to develop business plans.
- Knowledge of program management tools and methodologies.
- Experience with risk management policies and procedures.
- Understanding program management techniques and change management principles.
- Experience in maintaining and reporting project budgets.
- Familiarity with change management methodologies, including USAA's.
- Ability to assess program risks and benefits through business knowledge.

- You have familiarity with HRIS systems (e.g., Workday, SAP SuccessFactors) and process optimization.
- You are skilled in task tracking and documentation for effective cross-functional execution.
- You are proficient in workflow design tools such as Visio.
- You are passionate about fostering inclusive, human-centered experiences aligned with USAA's mission and values.
- Military experience, whether through service or as a military spouse/domestic partner.
Compensation range: The salary range for this position is: $103,450 - $197,730.
USAA does not provide visa sponsorship for this role.
Compensation: USAA employs an effective assessment process for market data and compensation ranges to ensure competitiveness. Actual salary may vary based on location and experience.
Employees may qualify for performance-based pay incentives at the discretion of the USAA Board of Directors.
