About this Role
Under the general direction of the Information Technology Manager I, the Information Technology Specialist II is responsible for the management and oversight of large and complex reportable and non-reportable Information Technology projects in the Department. This role also supports the Enterprise Portfolio in activities such as developing concept papers, facilitating Project Approval Lifecycle processes, and maturing methodologies, policies, standards and processes.

Special Requirements

Applicants must number and include the full text of the SOQ items in their response. Please include specific examples of your education, training, and/or experience. SOQs should be limited to a maximum of two (2) pages, single-spaced, twelve-point Arial font.
Describe your experience managing large or complex IT projects. Include the project size, duration, budget, stakeholders involved, and your specific role and responsibilities. Explain how you ensured the project stayed within scope, schedule, and budget. Provide an example of how you identified, tracked, and mitigated risks and issues on an IT project. Describe the tools or processes you used and how you communicated and escalated risks or changes to stakeholders. Describe your experience leading or mentoring project managers or project team members. Include how you provided guidance, handled performance challenges, and adapted your leadership approach.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Project Management Professional (PMP) certification or 5 years of IT Project Manager Experience
• Experience with Microsoft 365 (Teams, OneDrive, Excel, etc.)
• Proficiency with Project Portfolio Management Software
• Experience in Portfolio Management
• Experience in Product Management
• Scrum Master Certification or Experience as a Scrum Master in more than 5 mid-large projects
• Product Owner Experience
• California Department of Technology process familiarity
• IT Account Management Experience
• Complete and full understanding of an IT project life cycle
• Expertise in Project Resource Management
• Project escalation best practices and triggers
