This position plays a vital role in protecting our community and environment by supporting our The MRW Facility Technician I will be on the front line of helping residents and small businesses safely manage hazardous materials. This entry-level role is designed to help you build foundational knowledge of the HHW industry, setting the stage for long-term growth and advancement in a critical and evolving field.
As an MRW Facility Technician I, you will:
- Advocate safety by helping maintain a clean, secure, and environmentally responsible facility for both the public and your team.
- Be the first point of contact for receiving, identifying, and categorizing a wide range of household hazardous materials from residents and qualified businesses.
- Serve as a trusted resource, providing friendly, knowledgeable guidance to customers-both in person and over the phone-on how to properly handle and dispose of hazardous waste.
- Support a collaborative team environment by assisting fellow staff with a variety of operational tasks that keep the facility running smoothly and efficiently.

Work Schedule
This position is four (4) days per week, Wednesday through Saturday from 6:00 a.m. to 4:30 p.m. at the McDougall location in Everett. Please review all special requirements listed in the job description.

Job Duties
BASIC FUNCTION
The Moderate Risk Waste (MRW) Technician I is an entry-level position in the MRW career ladder. This position involves acquiring foundational knowledge related to Household Hazardous Waste (HHW) or MRW. The MRW Technician I will assist with both skilled and unskilled tasks to support the operations of the HHW Facility and provide general assistance to businesses and the public regarding hazardous waste management inquiries.
STATEMENT OF ESSENTIAL JOB DUTIES
- Receives, tracks, and categorizes MRW received from the general public and qualified commercial generators at the facility. Prepares for safe transport and ensures the transportation of MRW from solid waste transfer stations, drop box sites, and community drop-off locations sponsored by the county.
- Provides general assistance to the public and businesses, on the telephone and in person, regarding proper MRW disposal, waste tracking, and the use of less toxic alternative products.
- Assists other staff assigned to the facility with a wide range of tasks.
- Inspects facility supplies and personal protective equipment.
- Assists with hazardous substance spill control, containment, and clean up. Works closely with the MRW Technician Lead to assess immediate risk to facility staff and others on site, assists with evacuation of the area.
- Assists the MRW Technician Lead with Small Quantity Generators (SQG), including organizing paperwork, and researching/collecting Safety Data Sheets (SDS) to assure proper packing and labeling of all waste accepted into the facility.
- Receives payment for disposal services from SQGs and latex paint recycling and records these transactions into automated or manual systems and reconciles cash/payments received on a daily basis.
- Assists in entering and updating computerized hazardous waste quantities and related data into various County and Solid Waste Division-specific software systems.
- Performs routine labor as required and works in a fast-paced, multi-tasking environment.
- Performs other duties as required.
Minimum Qualifications
MINIMUM QUALIFICATIONS
One (1) year of solid waste or hazardous waste experience; OR any equivalent combination of training and/or experience that provides the required knowledge and abilities. Must pass job-related tests.
SPECIAL REQUIREMENTS
- A valid Washington State Driver's License is required for employment.
- Possession of or the ability to obtain a 40-hour certification in Hazardous Waste Operations and Emergency Response (HAZWOPER) within two (2) months of employment.
- Possession of or ability to obtain a valid First Aid/CPR card is required within six (6) months of employment.
- Because this job is considered safety sensitive, a drug screen test may be required prior to employment.
- Employment will be conditioned on satisfactory results of a post-offer drug screen test, a medical examination, and a Physical Capacities Evaluation performed by a qualified healthcare professional selected by Snohomish County.
- Participation in a medical surveillance program for employees who work in hazardous waste operations, which includes baseline, periodic, and exit monitoring.
- Ability to pass the annual lung capacity test for wearing respirators.

Adequate vision and hand-eye coordination is required to enter data and retrieve information from a computer and conduct inspections of hazardous materials received. Telephone and in-person contact with other county employees, businesses, and the public requires that the incumbent hear voice communication and respond appropriately. When working at the facility, the incumbent will be working with paints, pesticides, herbicides, cleaning solutions, acids, oxidizers, oils, and unknown chemicals, which require wearing protective gear, including a respirator. Use of a respirator requires no facial hair (such as a beard or mustache), which could interfere with the proper function of a respirator. Must be willing to participate in the medical monitoring program, adopted for HHW facility staff. Incumbent must be able to carry up to fifty (50) pounds on their own and be able to safely move fifty-five (55) gallon drums weighing up to five hundred (500) pounds with a hand cart designed for that purpose. Assigned job duties will require the safe operation of a forklift.
SUPERVISION
The employee receives supervision from the MRW Supervisor or MRW Technician Lead as assigned. Assignments are made indicating generally what is to be done, the quantity of work expected, and any deadlines that are to be met. The employee carries out recurring assignments as he/she becomes proficient and receives additional specific instructions for new or unusual assignments. The work may be reviewed for completeness and accuracy, or the employee may perform tasks that have inherent checks built into the nature of the work.
WORKING CONDITIONS
The majority of the work will be performed at the HHW Facility. Some duties will require work at other county facilities, and/or special event sites, and/or community-based drop-off sites.
