- United States Citizenship

- Education
- Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree

- (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program
- Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the 2 graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification - which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet Based Test (TOEFL iBT)
- Licensure
- Full - current and unrestricted license to practice pharmacy in a State - Territory - Commonwealth of the United States (i.e. - Puerto Rico) - or the District of Columbia
- The pharmacist must maintain current registration if this is a requirement for maintaining full - current - and unrestricted licensure
- A pharmacist who has - or has ever had - any license(s) revoked - suspended - denied - restricted - limited - or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005 - Part II - Chapter 3 - section B - paragraph 16
- Grandfathering Provision
- May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)
- English Language Proficiency
- Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) - and 7407(d)
- Grade Determinations
- In addition to the basic requirements for employment in paragraph 2 - the following criteria must be met when determining the grade of candidates
- GS-13: Facility Program Manager Experience
- In addition to the GS-12 requirements - must have 1 year of experience equivalent to the next lower grade level
- Knowledge - Skill - and Abilities: Pharmacists assigned to this position must demonstrate the following KSAs: Ability to communicate orally and in writing to persuade and influence clinical and management decisions
- Expert understanding of regulatory and quality standards for their program area
- Ability to solve problems - coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise
- Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy
- Advanced skill in monitoring and assessing the outcome of drug therapies - including physical assessment and interpretation of laboratory and other diagnostic parameters

- The full performance level of this vacancy is GS-13
- Physical Requirements: Work is mostly office work and sedentary in nature
- Work requires moderate lifting - walking - bending - stooping - standing - pushing - and pulling
- Must have current valid driver's license to travel between main campus and outlying clinics
- Overnight travel may be required periodically.
- In consultation with the Chief of Pharmacy - the specialist is responsible for the professional - administrative and technical management of the Pharmacy Department's Automated Data processing (ADP) - Internal Control and Health Informatics Service (HIS)
- Systems are maintained in accordance with the framework provided by Pharmacy - Health Informatics Service - and Information Security Policies - agency regulations - and the Saginaw HCS institutional practice guidelines
- The incumbent is responsible for coordination - development and implementation of all pertinent information applications to support clinical practice - administration - educational development - research initiatives and the computerized medical record in the Pharmacy Department
- Duties include but are not limited to: The incumbent will serve as a subject matter expert on pharmacy processing applications and the ability to place and manage all work orders/tickets associated with the electronic health record
- The specialist will be responsible for the development of staff training for and implementation of all new and upgraded Federal Electronic Health Record (FEHR) - Legacy Electronic Health Record (if necessary) and Graphical User Interface (GUI) applications
- Complete manual and automated data collections from VA pharmacy and automation systems
- Provides analysis of systems data to pharmacy administrators and maintains data integrity of pharmacy systems via quality assurance analysis
- Assist supervisory staff with pharmacoeconomic analyses and pharmacy workflow planning as it relates to information systems
- The incumbent is constantly in contact with supervisory staff to ensure all Pharmacy ADP systems are performing at the necessary level
- Maintains data integrity of VA national cost reports
- Devises methodologies for converting manual data collection systems to automated systems
- Devises efficient templates to extract information from the EHR for Pharmacy Department and other Medical Center staff as required
- Installs - troubleshoots and otherwise maintains Drug Accountability software installed in the local host system
- Provides training resources for all new staff regarding the use of the Legacy EHR - FEHR - Information Security policies - network usage - Outlook - etc
- Other duties as assigned
