About the Department: The County Administrative Office functions as an agent of the Board of Supervisors in overseeing and coordinating the administration of county government. The County Administrative office coordinates the financial activities of the County, which includes the development of the annual budget.
About the Position:
Administrative Analyst I: Under close supervision, to prepare and present a variety of administrative studies, budget and legislation analyses, marketing and public communication plans, and financial and statistical reports; and to perform related work as required.
Administrative Analyst II: Under direction, to prepare and present a variety of administrative studies, budget and legislation analyses, marketing and public communication plans, and financial and statistical reports; to develop administrative procedures; to assist in management evaluations of departmental operations and administrative systems and procedures; and to do related work as required.
Distinguishing Characteristics:
Administrative Analyst I: Administrative Analyst I is the trainee level in the Administrative Analyst series. Incumbents of positions in this class are initially assigned work, under supervision, of a well-defined and limited nature which is subject to review in progress and upon completion; more difficult assignments and greater latitude are provided as skill and knowledge are acquired through experience. These positions are located in the County Administrative Office.
Administrative Analyst II: Administrative Analyst II is the journey class. Incumbents work independently and under limited supervision. These positions are located in the County Administrative Office and in major operating departments.
Ideal Candidate: Administrative Analyst I/II: Twelve to Eighteen months' experience with principles of public administration, finance and budgeting; administrative and evaluative survey principles and techniques; marketing, community engagement and public communication on behalf of a municipal organization; and/or gathering, evaluating and transmitting information.

Duties may include, but are not limited to, the following:
Administrative Analyst I: Conducts investigations and special studies and makes recommendations on the problems and operating procedures connected with County government; collects, assembles, analyzes, and reports data relating to departmental and inter-departmental operations, including policies and procedures, organizational structure and workload statistics; assists departments in the establishment of standard management procedures; may be assigned to perform budget analyses for several smaller or less complex departments or major divisions. Prepares organizational and workflow charts; assists departmental operating heads on management problems, technical problems and procedures; provides information and explains policies of department to other departments and agencies; prepares detailed written, oral and graphic reports in connection with studies; reviews legislation and literature and prepares briefs; may direct the work of a small number of operating personnel in process of completing special projects; may direct the work of paraprofessional administrative staff. Assist in developing responses to media requests and actively manage relationships with local media representatives; function as a spokesperson and primary point of contact for the media, as needed or requested. Develop media resources, including photo libraries, videos, brochures, social media posts, etc., to share with internal departments and update social media websites as well as internal and external facing media via the County website(s).

If assigned the public information focus, plan develop and direct a comprehensive communication program for internal and external communications; develop related policies and procedures; act as a resource to County departments and advise on marketing or public information and communication strategies. Qualifications:

Administrative Analyst I: Any combination of education and experience sufficient to directly demonstrate possession and application of the following: Knowledge of: Basic principles of public administration, finance, and budgeting; basic administrative and evaluative survey principles and techniques; basic communication skills and techniques required, for gathering, evaluating, and transmitting information. If assigned the public information focus, knowledge of: comprehensive media and marketing campaigns, including building new information and materials from the ground up; managing and evaluating common communication mediums; how to coordinate messaging across a large organization, especially using social media; how to objectively analyze and advise on communication-related decisions with both the County Executive Officer and the Board of Supervisors; public speaking methodology. Ability to: Develop concise and descriptive written and oral reports; collect, organize, interpret and evaluate data; identify, define and analyze administrative, operational and programmatic problems and develop recommendations; exercise initiative, ingenuity, independent analysis and judgment in solving difficult and complex administrative, managerial and technical problems; establish and maintain effective working relationships with the public, other departments and agencies, board and commissions, public officials, community groups and others contacted in course of work; comprehend and interpret complex regulations, laws and guidelines; develop, implement, and coordinate an effective and responsible local government public relations and media liaison program; stay current with social and community engagement best practices and implement strategies to increase the reach and impact of content pieces.
