Reporting to the Capital Construction Program Manager, you will manage staff and contractors, oversee budgets and schedules, and ensure compliance with contract terms. Essential Functions Essential Functions: The Construction Project Manager will: Manage and direct assigned staff and the construction process by monitoring and supervising the construction site, scope of work, project development, budget, and schedule while maintaining contract compliance. Lead, coordinate, and collaborate with Authority project teams to oversee contractual and policy elements of the projects. Review and collaborate with project development teams and coordinate with plans and specifications to compose an integrated defined scope of work. Manage the procurement of contractors by way of a public competitive bid process Review documents during the design phase of projects in order to comment on constructability Analyze and award contracts; prepare a comprehensive narrative scope of work for inclusion in bid documents and contracts. Provide procedures and guidance for documentation communications between stakeholders to resolve and record site conditions and property management and resident services issues. Oversee the project contract completion closeout process and warranty procedures. Develop and implement strategies to further improve Construction Department procedures and efficiencies Qualifications and Competencies Experience & Education: Associate's or Technical Degree in construction management, or related field AND Considerable experience in construction project management and/or trade experience, construction methods and materials, and estimating with some supervisory experience OR An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position. Required Knowledge, Skills, and Abilities: Thorough knowledge of: All methods, procedures, policies and activities related to capital improvement programs and asset management. All regulations and standards for quality, cost and improvement requirements. Records and reports which must be prepared and maintained; Procedures required for obtaining quotes, bids, and services. Application of laws, rules and regulations, policies and procedures relating to the department, programs, and HUD. Federal, State, and local laws and regulations and Authority policies and procedures pertaining to capital construction and public housing management. Ability to: Understand, interpret, explain and apply policies and procedures Plan and supervise the operations and staff of the division Provide leadership, guide and motivate staff; Exercise sound judgment in analyzing situations and in reaching decisions quickly Communicate effectively orally and in writing Accurately read, understand, and interpret construction plans and specifications Make thorough recommendations on construction problems and planning Establish and maintain effective working relationships with staff, consultants, contractors, HUD representatives, business and community leaders, vendors, regulatory agency administrators, county and Federal environmental officers, and the general public Proficiency with MS Office to include Word, Excel, Outlook, and database software. General knowledge of Practices, methods, materials and tools used within the maintenance systems within residential and commercial properties Skill in planning, project management, supervision, and technical writing Thorough understanding of and sympathy with Social, economic, health and emotional needs of families of low income Special Requirements: Consent to and pass a driver's and criminal records background check.
