The Operations and Maintenance Division of the Public Works Department is seeking candidates for the position of Project Manager. This position will be filled as either Project Manager I or Project Manager II, depending on the qualifications of the selected candidate.We are seeking candidates with project management experience to lead a wide variety of facility, utility, street and fleet projects with support from the management team and departmental peers. The successful candidate will be a self?starter, developing projects from conception through implementation, and supporting process improvements. The wide variety of projects ensures that every day will be different from developing project budgets to meeting contractors in the field and interfacing with the community.
Project Managers independently perform highly responsible administrative and paraprofessional engineering work involving various public works projects or programs. Work includes, but is not limited to, public works project and program development, implementation and administration, including utilities, facilities, parks, open space, streets, vehicles and equipment.

- Conducts plan review for City projects; performs regular inspections of construction projects to ensure compliance with plans and specifications, including safety requirements and other applicable standards; checks appropriateness of materials and methods used in construction.
- Manages project design and construction elements with user groups, City departments, other agencies and the public; meets with stakeholders to ensure needs are being met by proposed designs and specifications.
- Administers consultant and construction contracts; participates in consultant selection process; drafts RFPs and RFQs; develops scopes of work; drafts contract language; processes change?order requests; performs bid analysis and makes recommendations for award.
- Assists in or is responsible for obtaining environmental permits for public works repair and maintenance projects or capital projects.
- Prepares plans, specifications and estimates for various street maintenance and repair projects or capital projects, including but not limited to, roadway, shoulders, bike lanes, sidewalks, trails, guardrails, signage, pavement markings and other roadway features.
- Prepares and administers alteration, repair and service contracts for facilities maintenance activities such as HVAC, elevators, computerized building monitoring systems, janitorial, landscaping, hazardous materials removal and other interior or exterior building work.
- Prepares plans, specifications and estimates for various utility operations, maintenance and repair projects including water and wastewater treatment facilities, water transmission, storage and distribution systems, wastewater collection and pumping systems, and storm water detention, drainage and conveyances systems.
- Performs construction project management work including administration of construction contracts; attends project review meetings and coordinates construction inspection activities; monitors project schedules and achievement of milestones; reviews invoices and recommends approval of progress payments.
- Controls project costs; monitors budgets and payments to consultants and contractors; establishes anticipated cash flow for larger projects.
- Interfaces with other public agencies and utilities to plan and coordinate City capital project work; responds to inquiries from the public, contractors and City staff.
- Researches and prepares technical and administrative written and verbal reports, updates and project and program statuses.
- Prepares preliminary replacement schedules for facility and fleet assets for budgetary purposes.
- Maintains timely and regular attendance.
- Other duties as assigned.
Graduation from high school or equivalent, and experience in engineering, construction design and/or project coordination (Project Manager I: 4 years, Project Manager II: 6 years); OR any combination of experience, education and training that would provide the level of knowledge and ability required. A bachelors degree is preferred.
Knowledge of:- Principles of and best practices in project management.
- Principles and practices of utilities, street, facility and fleet maintenance, operations and repair.
- Methods and techniques used for planning and engineering studies, project design, construction and project coordination.
- Principles and procedures of preparing and reading construction drawings, specifications, estimates for public works projects.
- Principles and practices common to administration of municipal public works construction and maintenance contracts.
- Methods and techniques of field inspection of public works construction projects.
- Federal, state, and local regulatory requirements, including applicable codes, ordinances, regulations, and guidelines.
- Principles of grant funding application and administration.
- Project budget management, and scheduling.
- Methods and techniques of field data collection, tabulation, and analysis.
- City organization, operations, policies and procedures.
- Quickly grasp new techniques, deal with rapid changes in priorities, and remain calm and effective in difficult situations.
- Research, analyze, understand and implement technical data, including preparation of accurate drawings, specifications and cost estimates, and accurately interpreting complex written materials such as blueprints and specifications.
- Develop complex bid specifications and contract documents.
- Prepare simple working drawings, specifications, as?built drawings and graphic presentations.
- Understand and interpret blueprints, plans, technical specifications and code requirements.
- Identify design and construction errors and concerns and recommend solutions.
- Maintain current knowledge of technological advances in the field.
- Work independently or as a team member and to meet required schedules and deadlines in a timely, efficient, effective manner.
- Prepare complete and accurate reports.
- Prioritize, organize, and plan work effectively despite interruptions.
- Support and model the identified vision, values and behaviors of the organization.
- Establish and maintain effective working relationships.
- Use initiative and independent judgment within established procedural guidelines.
- Operate a personal computer utilizing a variety of standard and specialist software.
- Communicate effectively both orally and in writing.
- Valid Washington State drivers license is required.
- Successful completion of a pre?employment background check is required.
- Certified Erosion and Sediment Control Lead (CESCL) certification is required within one year of hire.
- Washington State Traffic Control Flaggers certification is required within one year of hire.
- Project Manager II: Project Management Professional (PMP) certification or Program Management Professional (PgMP) certification is required at hire.
Telecommuting/Residence
Some positions, including the Project Manager I/II, are eligible for a hybrid schedule (in?office and telecommuting), depending on the operational needs of the organization and department. Regardless of position or telecommuting authorization status, city employees must reside in Washington and within a reasonable distance to their regular work location.
Working ConditionsThis position is eligible for a hybrid (in?office and telecommuting) work schedule. The regular work schedule is generally Monday through Friday, 8?am to 5?pm. Work is primarily performed in an office which is busy, oriented to public service and subject to occasional work interruptions. Noise level is moderate. Position infrequently requires outdoor work, which includes driving a vehicle. Outdoor environment can include uneven and unstable walking surfaces, tripping hazards and inclement weather conditions. Attendance at meetings before or after regular work hours may be required.
Physical RequirementsContinuous repetitive arm/hand movement is essential to performance. The incumbent in this position must be able to discern voice conversation, have the physical ability to perform essential job functions, and have hand?eye coordination sufficient to operate computers, do keyboarding and operate other office equipment. The incumbent must have the ability to produce legible handwritten documents and may need to push, pull, lift and carry up to 20?pounds.
Additional Salary DetailsProject Manager I: The salary range for this position is $7,845$9,840 per month. The hiring range is $7,845$8,786 per month.
Project Manager II: The salary range for this position is $8,629$10,819 per month. The hiring range is $8,629$9,663 per month.
Step increases are attained annually based on satisfactory performance.
