OverviewWorking under general direction of the Assistant Vice President of Construction, the Facilities Project Manager manages projects that support the goals and objectives of the Department of Facilities Services and the mission of the Case Western Reserve University. In collaboration with the Campus Planning & Facilities Management (CPFM) departments of Construction, Facilities Services, and Planning & Design, define and manage project scope, budget, schedule, and administer the contract documents prepared by Facilities Engineering or design professionals. Projects primarily involve a scope which focuses on mechanical, HVAC, and plumbing.
Responsibilities- Develop the scope, assist in the planning, manage the design, and administer the construction process simultaneously for multiple projects ranging in size from $25,000 to $2 million. Develop preliminary and final schedules and budgets in collaboration with the Department of Facilities Services. Provide recommendations and assist in the selection of the design professionals; communicate project scope, design intent and budget; negotiate fees; oversee the design; ensure appropriate review of the design by the Department of Facilities Services; ensure the development of appropriate bidding documents and manage the bidding process. Coordinate contract execution with the Department of Business & Finance. Maintain project records; monitor the project schedule, budget and cash flow. Review drawings and specifications to ensure compliance with university standards.
- Facilitate pre-bid presentations, walk-throughs, and planning meetings with design professionals and prospective bidders. Answer contractor questions in writing, seek competitive pricing, evaluate bids, and coordinate contract execution with the Department of Business & Finance. Ensure project award status is communicated to bidders and, as needed, issue purchase orders for materials, labor, and services. Ensure compliance with applicable codes and funding constraints.
- Oversee the construction process for multiple projects to confirm compliance with contract documents, university requirements, and schedules; maintain a safe work site. Inspect construction sites, communicate changes in scope, schedule, or budget, and coordinate with CPFM departments and end users. Manage procurement, approve payments, and ensure deliverables are transferred to appropriate departments. Facilitate a smooth transition from design to construction to completion.
- Assist Facilities Services in identifying facility needs through building inspection and assist with design and bidding documents for replacements or upgrades. Perform other duties as assigned (5%).
- Support the Assistant Vice President of Facilities Services with the development and execution of the integrated project list (IPL). Provide input on conceptual project estimates, prioritization, and constructability (5%).
- Experience: 7 years managing construction or construction administration; familiarity with the complete project cycle. Project management experience for projects $25,000 to $10 million total project cost.
- Education/Licensing: Bachelors degree preferred (construction management, engineering, mechanical, superintendent, trade lead or similar). Additional certifications and coursework in construction practices, building codes, safety, scheduling, and cost estimating are desired.
- Required Skills: Knowledge of mechanical systems; strong communication, time management, and organization; proficiency with Excel, Microsoft Office, scheduling software, and email; ability to manage multiple projects; read blueprints and specifications; knowledge of building systems (HVAC, electrical, plumbing, etc.); proactive problem solving and cost/schedule/quality management.
This position requires regular site visits to construction sites, indoors and outdoors, in various weather conditions. PPE may be required. The role involves walking, standing, bending, climbing, and potentially extended or irregular hours. Office tasks, travel to project sites, and coordination with campus and external partners may be required.
