The Opportunity

WSDOT is seeking a Construction Project Coordinator 3 to fill a vacancy located in Tumwater, WA. This position will manage multiple concurrent facility improvement and preservation projects in compliance with Federal, State, and local regulations, while applying applicable WSDOT policies and guidance. In this role, you will serve as the primary project team leader, providing oversight through all project phases, including planning, scoping, design, construction, and first year warranty period, and follow established project management processes from initiation through execution, monitoring, control, and closeout. This position plays a key role in advancing excellent customer service, employee-focused solutions, collaboration, and continuous improvement, while conducting business in alignment with WSDOT values of safety, people first, teamwork, professionalism, respect, and integrity. What to Expect

This position is required to occasionally perform field work outdoors, in inclement weather, in daytime or nighttime. This work requires traversing rough, steep, and uneven terrain; performing duties low to the ground or at ground level; standing for extended periods of time. Other exposure to hazards includes those commonly found at an active construction site, such as noise; limited visibility; air quality hazards such as dust; heavy construction equipment, materials, and chemicals.
Among the varied range of responsibilities held within this role, the Construction Project Coordinator 3 will:

  • Develop, manage, and update the budget throughout all project phases.
  • Confirm available funding and funding sources to implement and complete projects; monitor spending regularly; update expenditures and revise spending plans as necessary.
  • Develop, manage, and update the schedule throughout all project phases.
  • Identify optional methods for project delivery and cost benefit considerations for use of internal staff or external consultants.
  • Develop project scope based on project assignment information.
  • Lead and manage project scoping to clearly identify the problem, possible solutions, and delivery plan for review and approval by program delivery and program management.
  • Lead and manage project team through all aspects of project construction.
  • Coordinate and/or perform review and processing of contractor submittals, requests for information and contract change orders.
  • Coordinate regular construction field observations.
  • Schedule and manage regular status meetings, and coordinate specialty inspections.
  • Monitor and manage project construction and status relative to budget and schedule and prepare written summary reports and analysis of construction.
Qualifications

It is preferred that qualified candidates also have:
  • Project Delivery & Project Management Expertise: Advanced knowledge of project delivery and project management practices across all phases, including preliminary scoping, planning, design, construction, and closeout. Ability to review project documents at all phases for conformance with approved scope and budget.
  • Professional Project & Construction Credentials: Possession of relevant professional accreditation(s), such as LEED AP, DBIA, PMP, and/or Certified Job Order Contracting Professional (CJP), demonstrating expertise in project, design-build, sustainability, or construction contracting practices.
  • Construction Laws, Regulations & Compliance: Essential knowledge of laws, regulations, and requirements applicable to State of Washington building construction, including SEEP, Buy America, and related compliance standards.
  • Alternative Public Works Contracting Methods: Essential knowledge of alternative public works contracting methods available to public agencies in the State of Washington and the ability to apply appropriate delivery strategies.
  • Analytical & Problem-Solving Skills: Ability to identify, evaluate, and analyze alternative solutions throughout all project phases to support effective decision-making.
  • Budget Development & Financial Oversight: Ability to develop, manage, monitor, and control project budgets for multiple concurrent facility projects.
  • Schedule & Decision-Making Management: Ability to make timely, informed decisions to maintain project schedules, control costs, and mitigate risks.
  • Contract Administration & Dispute Resolution: Ability to evaluate contract disputes, recommend corrective actions, and support resolution in alignment with contract terms and agency policies.
  • Construction Oversight & Acceptance: Ability to review, approve, and verify contractor work to determine project payment, completion, and final acceptance.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
